SRINAGAR: The Jammu and Kashmir State Power Development Corporation (JKSPDC) will soon initiate and conclude promotions for eligible employees in accordance with recruitment rules, Minister for Jal Shakti, Javed Ahmad Rana, informed the House on Saturday.
Responding to a question by Muzaffar Iqbal Khan, the Minister said that since 2010, the Corporation has conducted departmental promotions across multiple categories, including Chief Geologist, Company Secretary, Geological Assistants, Technicians, Finance Assistants, and Computer Operators, except for Engineering and AGM (Finance) positions.
He assured that no category of employees, including Computer Operators, Junior Assistants, Senior Assistants, and Finance Assistants, has been overlooked in the promotion process. However, he noted that the promotion of Finance Assistants to Assistant Accounts Officer (AAO) level faced delays due to discrepancies between the Finance Department rules adopted by JKSPDC and the candidates’ eligibility. The issue is now being placed before the Board of Directors (BoDs) for approval to remove the requirement of SAC-I and SAC-II exams for promotion.
Regarding Computer Operators, the Minister stated that there is no sanctioned higher post in pay level L-5 as per Government Order No. 56-JK(PDD) of 2023. However, he emphasised that the Corporation, functioning as a corporate entity under company law, requires a distinct hierarchical structure and is in the advanced stages of finalising new recruitment rules.
“Once notified, these rules will provide a structured career progression for all cadres, including Computer Operators. Meanwhile, promotions for Junior Assistants and Senior Assistants will be initiated soon against vacant quota posts following the existing J&K Subordinate Service Recruitment Rules (SRO-381 of 1981),” the Minister said.
