SRINAGAR: The University of Kashmir has directed all teaching departments, research centres, directorates and satellite campuses to conduct physical stock verification of books in their respective libraries and submit verified reports within two months.
In a circular dated October 16, 2026, issued by the University Librarian of Allama Iqbal Library, the university asked the heads of departments and directors concerned to initiate the exercise immediately, citing the need to ensure accountability, proper maintenance and accurate updating of library assets.
The circular requires the concerned units to compile and submit physical verification data in the prescribed format attached as Annexure-A. The calculation of missing or lost books must be carried out in accordance with Rule 215 of the General Financial Rules (GFR), 2017, as adopted through a decision of the University Library Committee.
The university has also directed the verification committees to compare the total number of books issued or consulted during the period under review with the number of missing books to determine whether the losses fall within the permissible limits under the rules.
Under the directions, heads of departments and directors must submit a detailed written explanation and justification for every missing book whose purchase cost exceeded Rs 1,000.
All departments, research centres, directorates and satellite campuses have been asked to constitute internal stock verification committees and submit their final verified reports, along with the required annexures, to the University Librarian within two months of the issuance of the circular.
