As the cabinet met in Jammu on Friday under the chairpersonship of Chief Minister Mehbooba Mufti, apart from the transfers in General Administrative department number of other key decisions was taken.

93 MW New Ganderbal HEP

The Cabinet accorded sanction to the constitution of Cabinet Sub-Committee to be headed by the Deputy Chief Minister for implementation of 93 MW New Ganderbal Hydroelectric Project.

The members of the Cabinet Sub-Committee are Minister for Law & Justice, Minister for Forest, Environment & Ecology and Minister for Finance.

Darba-Chandak transmission line to be upgraded by PGCIL

The Cabinet accorded sanction to the engagement of PGCIL, a PSU of Government of India, on nomination basis for re-alignment and reconstruction of damaged Darba-Chandak (Poonch) single circuit 132 KV transmission line on Double Circuit Towers for an approximate length of 22.5 KMs, on cost plus basis, at an estimated cost of Rs 29.03 crore.

293 kanals land transferred to H&MED for AIIMS Jammu

The Cabinet accorded sanction to the transfer of state land measuring 293 Kanals and 13 Marlas situated in villages Chak Diwan Bhim Sen and Rakh Barotian, tehsil Vijaypur, district Samba, to J&K Health and Medical Education Department for establishment of All India Institute of Medical Sciences (AIIMS) at Vijaypur, Samba.

Qualifying service for full pensionary benefits slashed by 8 yrs

The Cabinet accorded sanction to reduction in maximum qualifying service for full pension from existing 28 years to 20 years and withdrawal of benefit of additional qualifying service upto 5 years on voluntary retirement from government service.

Creation of 20 posts for Food Safety Tribunal

The Cabinet accorded sanction to the creation of 20 posts of different categories for Food Safety Appellate Tribunal (FSAT) Srinagar and Jammu involving tentative financial implication Rs 70 lakh per annum.

The tribunals shall facilitate proper implementation of “Food Safety and Standard Act 2006” in the state and shall hear appeal from the decisions of the adjudicating officers under Section 68 of the Act.

Creation of 8 posts for JK High Court

The Cabinet accorded sanction to the creation of eight posts in Jammu and Kashmir High Court.

Out of the eight posts created, three posts, including 02 posts for Bench Secretaries and 01 of Deputy Registrar, are in the selection grade in PB – 15600 – 39100 with Grade Pay of Rs 7600.

Out of the remaining five posts, three posts of Bench Secretaries and 02 posts for Deputy Registrars are in the Special Scale in PB 37400–67000 with Grade Pay of Rs 8700.

Prisons, FESD staff to get RMA hike

The Cabinet accorded sanction to the enhancement of “Ration Money Allowance” in favour of eligible non-gazetted staff of Prison Department and Fire and Emergency Services Department, J&K from Rs 1000 to Rs 2000 per person per month with effect from 01.04.2017.

RECPDCL engaged as consultants for RAPDRP implementation

The Cabinet accorded sanction to the engagement of REC Power Distribution Company Limited (RECPDCL), wholly owned subsidiary of REC, on nomination basis, as IT consultant, for a period of one year, for achieving left-over milestones under RAPDRP Part-I in 30 towns of J&K.

Restructured Accelerated Power Development Reforms Programme (RAPDRP) has been approved by the Government of India as Central sector scheme for 30 towns of J&K state including the two cities of Jammu and Srinagar.

7 I/C Chief Engineers regularized

The Cabinet accorded sanction to the regular promotion of I/C Chief Engineers including Alok Mengi, Om Kumar Chadgal, Puran Bharat Gandhi, Nayeem Ahmad, Tilak Raj Bhagat, Devi Dass Gorka and Parshotam Lal as Chief Engineers (Civil) in the Pay Scale of Rs 14,300 – 18,300 revised to PB-4 of Rs 37400 – 67000 with Grade Pay of Rs 8700.

Amendments in JK Civic Laws, VAT ordinances

The Cabinet accorded sanction to amendment of the J&K Civic Laws (Special Provisions) Ordinance 2017.

Cabinet also accorded sanction to the amendment in Jammu and Kashmir Value Added Tax 2005 – Introduction of Jammu and Kashmir Value Added Tax (Amendment) Ordinance, 2017.

Implementation of SBM in urban areas

The Cabinet accorded sanction to implementation of Swachh Bharat Mission (Urban) in the state viz construction of individual Household Toilets (HHTs), Community Toilets (CTs), Private Toilets (PTs) and Solid Waste Management (SWM) projects under Swachh Bharat Mission in Urban areas of the state.

72 kanals of land transferred to S&T Deptt for IBP Handwara

The Cabinet accorded sanction to the transfer of land measuring 72 Kanals and 11 Marlas currently under the possession of Department of Youth Services and Sports, situated in village Braripora, tehsil Handwara to the Science and Technology Department for establishment of an Industrial Biotechnology Park at Handwara.

The Cabinet also approved for utilization of land measuring 10 acres at Industrial Estate Ompora, Budgam for establishment of the Biotechnology Demonstration Farms and Tissue Culture instead of establishment of Industrial Biotechnology Park for which the land was allotted earlier.

Dr Samia Rashid appointed Principal GMC Srinagar

The Cabinet accorded sanction to the appointment of Dr Samia Rashid as Principal, Government Medical College, Srinagar.

Post of Secy Assembly upgraded as Secy General

The Cabinet accorded sanction to upgradation of the post of Secretary, Jammu & Kashmir Legislative Assembly as Secretary General subject to the condition that the post shall revert back to its original position immediately after the present incumbent vacates the post.

Alok Kumar promoted

The Cabinet accorded sanction to the promotion of Alok Kumar, a J&K cadre, 1997 batch IPS officer to the Super Time Scale (II) IGP with effect from 01.04.2016.

Post of PO in Sericulture Deptt upgraded as AO

The State Cabinet accorded sanction to the re-designation and upgradation of one post of Personnel Officer as Administrative Officer in PB- 2 of Rs 9300- 34,800 with GP of Rs 4800 in Sericulture Department to be filled by deputation from GAD.

Police Post to be set up at Rangreth

The Cabinet accorded sanction to the establishment of a Police Post at Rangreth, Srinagar along with creation of 29 posts as concurred by the Finance Department on the proposal of Home Department.

The jurisdiction of the Police Post will be notified by the Home Department in consultation with Director General of Police, J&K.
