Ladakh Constitutes Committees for Technical Sanction, Contracts of Major PHE Works

   

SRINAGAR: The Ladakh administration has constituted Technical Sanction and Contract Committees for the Public Health Engineering, Irrigation and Flood Control (PHE/I and FC) Department to oversee major works and contracts valued at over Rs 10 crore.

The committees have been constituted under Order No. 100-LA(PHE/I and FC) of 2026, dated September 4, with the approval of the Administration of the Union Territory of Ladakh.

Both committees will be headed by the Administrative Secretary, PHE/I and FC Department, as Chairperson, while the Chief Engineer of the department will serve as Member-Secretary.

The committees will also include a representative of the PW(R and B) Department and an officer from the Power Development Department, both not below the rank of Superintending Engineer, besides the Joint Director/Deputy Director/Assistant Director Planning posted in the PHE/I and FC Department.

Iftikhar Hussain, Joint Director (Finance), Finance Department, and Jigmet Yangzom, Accounts Officer, PHE/I and FC Department, have also been appointed as members.

The Technical Sanction Committee has been authorised to accord technical sanction to detailed cost estimates for original PHE/I and FC works exceeding Rs 10 crore, including special repairs, renovations, additions, alterations and improvements that are not chargeable to maintenance.

The Contract Committee will be empowered to grant or allot contracts for PHE/I and FC works with an estimated cost above Rs 10 crore and up to Rs 40 crore.

It will also deal with contracts valued above Rs 40 crore and up to Rs 100 crore, subject to prior approval of the Lieutenant Governor of Ladakh in accordance with the delegated financial powers applicable to the Union Territory.
