SRINAGAR: The Ladakh Administration has constituted a high-level coordination committee to oversee the implementation of the Supreme Court’s directives on strengthening digital infrastructure in police stations, ensuring real-time uploading of First Information Reports (FIRs) and integrating crime-monitoring systems across the Union Territory.
The committee, constituted through Order No. 532-LA(GAD) of 2026 dated November 4, will also supervise equipment procurement, internet connectivity and the integration of crime-related databases with surveillance networks to strengthen efforts against human trafficking.
The move follows the Supreme Court’s October 5, 2026, order in Special Leave Petition (Criminal) No. 11263/2025, G. Ganesh versus State of Tamil Nadu and Others, which laid down time-bound requirements for digital connectivity and information-sharing among law enforcement and child welfare institutions.
According to the order issued by the General Administration Department, the committee will be headed by the Chief Secretary or Administrative Secretary of the Home Department, UT of Ladakh.
The Director General of Police, Commissioner/Secretary of the Finance Department, Administrative Secretary of the Social and Tribal Welfare Department, Special Secretary of the Vigilance Department and Director of the National Informatics Centre (NIC), Tamil Nadu State Centre, will be its members.
The Assistant Inspector General of Police (CIV), Police Headquarters, Ladakh, designated as the nodal officer for the Crime and Criminal Tracking Network and Systems (CCTNS), will serve as Member Convenor.
The committee has been given full administrative and financial authority to ensure implementation of the court’s directions.
Under its mandate, all police stations, specialised investigation units and Child Welfare Committees (CWCs) across Ladakh must be provided with basic computer hardware and internet connectivity through dedicated lines or dongles. The infrastructure upgrade has been prescribed within one month of the Supreme Court’s October 5 order.
The panel will also oversee the real-time uploading of all missing-person and criminal FIRs onto the relevant State-level portals and the national CCTNS database. The order requires appropriate redaction of information wherever necessary to protect privacy and national security.
On procurement, the administration has directed that digital equipment must conform strictly to specifications prescribed by the NIC. The Special Secretary of the Vigilance Department will monitor the procurement process to ensure transparency, fair pricing and the acquisition of up-to-date technology.
The order explicitly prohibits the purchase of equipment through the Union Government’s Government e-Marketplace (GeM) portal.
Another key responsibility will be to establish seamless, real-time data synchronisation between CCTNS, Mission Vatsalya and surveillance systems, including CCTV networks installed at bus stations, bus stands, airports and inter-State border checkpoints.
For this purpose, the committee will coordinate with the National Crime Records Bureau (NCRB) and software developers.
It will also prepare periodic compliance reports for submission to the Home Department to facilitate timely reporting before the Supreme Court.
The committee has been directed to meet monthly, or more frequently whenever required, to assess progress across districts. All concerned departments, district administrations and Superintendents of Police have been instructed to extend full cooperation and accord priority to its directions.
