The Revenue Department of the Union Territory issued the notification under the proviso to Section 13 of the Jammu and Kashmir Reservation Act, 2004.

The notification applies to Naib-Tehsildars holding independent charge of a tehsil and exercising the powers of an Assistant Collector of the First Class. They can issue the certificates within their respective local limits and jurisdictions.

The Administration said the decision would make the certification process more accessible to residents of remote and far-flung areas, who often have to travel long distances to obtain documents required for government schemes, benefits, reservations and other services.

Saxena said the difficult terrain and long distances in Ladakh can make access to government offices challenging and that governance should therefore be brought closer to residents.

“By empowering revenue officers at the local level to issue these certificates, we are making an important citizen service more accessible and reducing the need for people to undertake long journeys for routine administrative requirements,” the Lieutenant Governor said.

The Administration said the decentralisation of the powers would allow eligible residents to approach designated revenue authorities within their own jurisdictions for the certificates.

The move is also expected to facilitate the timely issuance of Reserved Category Certificates and Income Certificates required for various administrative and welfare-related purposes.
