LG Sinha Establishes Cell for Armed Forces’ Grievances

   

SRINAGAR: The Lieutenant Governor of Jammu and Kashmir has approved the establishment of the Lieutenant Governor’s Sainik Sahayta Kendra (LGSSK), a dedicated institutional mechanism aimed at addressing civilian grievances of serving soldiers from the Indian Armed Forces and Central Armed Police Forces. The Kendra, sanctioned through Government Order No. 933-JK(GAD) of 2025 dated July 17, is intended to assist soldiers either posted in Jammu and Kashmir or those who hail from the Union Territory and are presently serving in other parts of the country.

The LGSSK will function as a single-window assistance and liaison cell, responsible for receiving, assessing, and facilitating the resolution of grievances submitted by soldiers. It will arrange appointments with relevant civil or police officials at the district level, monitor pending matters, and maintain a performance dashboard. Additionally, the Kendra will submit quarterly performance reports to the Lieutenant Governor. Operations will commence immediately from the Civil Secretariat offices in both Jammu and Srinagar.

To support the functioning of the Kendra, the Information Technology Department will depute two officials each at Jammu and Srinagar. These officials will be responsible for data entry, case tracking, file maintenance, and communications, and will be provided with the necessary computer systems and hardware. The Estates Department has also been directed to provide suitable office space for the Kendra at both locations.

In order to operationalise the Kendra, three officers have been nominated to oversee its activities in addition to their existing duties. These include Prasanna Ramaswamy G, IAS, Secretary to the Government, Tribal Affairs Department; Aflaq Ahmad, JKAS, Under Secretary to the Government, Revenue Department; and Abhimanyu Singh, JKAS, Manager-cum-Protocol Officer at the Resident Commission, J&K Government, New Delhi.

The establishment of the LGSSK reaffirms the administration’s commitment to safeguarding the welfare of serving soldiers by providing an institutional platform for timely and structured resolution of their civilian concerns.
