Lone Seeks 90:10 Funding Pattern Under SSA, RMSA In CABE Meeting

The State Government has decided to bring about amendment/augmentation in the J&K School Education Act 2002 so as to bring it at par with the Central RTE (The Right to Children to Free and Compulsory Education) Act-2009.

This was stated by the Minister of Higher Education, Mohammad Akbar Lone in the 62nd meeting of Central Advisory Board of Education held in New Delhi Thursday.

Owing to the difficult topographical conditions and backwardness of the State, the Minister sought revision in the funding pattern to the tune of 90:10 for the State under Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA), presently shared at the ratio of 65:35 & 75: 25 respectively. The same was in principle agreed by the Central Advisory Board of Education (CABE) during the meeting.

The meeting was chaired by the Union Minister of State for Human Resource Development  Jitin Prasada along with Dr K Rahman Khan, Union Minister for Minority affairs.

As per a statement Lone in his address has said that free and compulsory education upto class VIII is already a legal right in the state in terms of the provisions under the Jammu &Kashmir School Education Act 2002. However the state has taken a step forward to bring need based amendment in the State Act to bring it at par with the Central RTE Act 2009, adding that the proposals on this has already been moved which is currently with the Planning/ Finance Department for concurrence under the title “The Jammu and Kashmir Right of Children to Free and Compulsory Education Act 2013.”

The Minister also sought additional funds over and above the sanctioned budget under the Kashturba Gandhi Balika Vidyalaya (KGBV) scheme and for upgradation of schools under RMSA.

Lone also briefed the CABE about the various initiatives taken by the State government for improving the overall education set-up in the State. Commissioner Secretary School Education and Secretary Higher Education were also present on the occasion.
