He had been implicated in cases involving defrauding individuals through the guise of facilitating government employment, an official said.

Identified as Bilal Ahmad Handoo, also known by the moniker “Doctor Sahib,” the resident of Srinagar’s Bemina locality was taken into custody by a specialised team from the Crime Branch Jammu’s economic offences wing, said an agency spokesperson.

He further elaborated that a case had been lodged against Handoo under relevant sections of the Ranbir Penal Code back in 2012. The complaint had been filed by an individual who alleged that a group had swindled him of his hard-earned funds, promising government jobs for his children.

Persistently changing his whereabouts over the past nine years, Handoo had managed to evade arrest, the spokesperson noted.

In 2014, a chargesheet, which included Handoo as a defendant, was presented in court for judicial consideration. The charges of deception and fraud had been substantiated and proven during the investigative process.

Highlighting a recent trend, the spokesperson disclosed that Handoo marked the eighth absconder apprehended by the Crime Branch Jammu in distinct cases over the course of the past nine weeks.
