SRINAGAR: The Jammu and Kashmir Government has said there is currently no proposal to upgrade Gousia Hospital Khanyar or construct an additional block and parking facility at Langoo Park, citing austerity measures that include a bar on creation of new posts.
In a written reply to a starred question by Khanyar MLA Ali Mohammad Sagar, the Health and Medical Education Department said Finance Department Government Order No. 198-F of 2026, dated May 22, 2026, had imposed austerity measures, including that no new posts would be created.
Gousia Hospital Khanyar is presently functioning as a Community Health Centre (CHC) and provides advanced healthcare services to patients, the department said.
It also clarified that no proposal for an additional block or parking facilities at Langoo Park, Khanyar, is under consideration.
On healthcare facilities in Srinagar’s urban areas, the department said the district has 26 Urban Primary Health Centres (UPHCs), of which 19 operate from Government-owned buildings and seven from rented premises.
The department said healthcare facilities have been put in place in the UPHCs according to prescribed norms to strengthen preventive, promotive and curative healthcare services.
The UPHC Nishat is currently functioning with upgraded amenities, while construction of an additional floor has been completed, according to the reply. A Block Public Health Unit (BPHU) has also been established at UPHC Nishat under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) and is nearing completion.
The Government said it aims to strengthen existing health facilities in accordance with Indian Public Health Standards (IPHS) 2022 and improve access through rationalisation and expansion of e-Sanjeevani and telemedicine services under a hub-and-spoke model.
On the proposed 50-bedded AYUSH Hospital at Harwan, the department said it intends to operationalise the facility, but construction had been halted following directions of the High Court of Jammu and Kashmir and Ladakh.
The department said it subsequently took up the matter with the General Administration Department (GAD) and submitted a memorandum for placing the issue before the Council of Ministers.
GAD returned the proposal seeking a fresh opinion from the Law Department. The case was subsequently submitted to the Law Department, which advised that the Housing and Urban Development Department (H&UDD) should be consulted afresh.
The department said the draft memorandum has now been sent to H&UDD for further action towards placing the proposal before the Council of Ministers.
The Government’s response was issued in reply to Starred D. No. 1/6/283 tabled by Khanyar MLA Ali Mohammad Sagar regarding the status of Gousia Hospital’s proposed upgradation, facilities at Langoo Park, strengthening of UPHCs in Srinagar and operationalisation of the AYUSH hospital at Harwan.
