SRINAGAR: The Jammu and Kashmir Government has said several health institutions in the Eidgah Assembly constituency are functioning from rented premises, with the Government citing accommodation constraints and ongoing efforts to strengthen healthcare infrastructure.
The details were provided by the Health and Medical Education Department in response to a starred question, D. No. 1/6/85, tabled by Eidgah MLA Mubarak Gul.
According to the department’s accommodation details, 15 health institutions listed in the constituency are functioning from rented buildings, while MMC Noorbagh is operating from a Government building. The rented facilities include UPHC Wanganpora, UPHC Palpora, UPHC Sangam, UPHC Narwara and several NTPHCs, Health and Wellness Centres and AYUSH-related facilities.
The department said UPHC Wanganpora is currently functioning from rented accommodation because its actual hospital building has been taken over by the Police Department.
UPHC Palpora is also functioning from rented premises after its original building was declared unsafe by the Public Works (R&B) Department.
Among AYUSH institutions, the department said AAM Ayush S.P Eidgah, AAM Ayush S.P Palpora and AAM Gasie Mohalla are functioning from rented buildings, while AAM Ayush S.P Waniyar operates from a Government building.
Two healthcare infrastructure projects have been proposed or are under execution in the constituency. These include construction of UPHC Narwara, estimated at Rs 473.64 lakh, with an outlay of Rs 20 lakh for 2026-27, and reconstruction of UPHC Palpora, estimated at Rs 109.82 lakh.
The department said the technical sanction (TS) process for the projects was under way, while the administrative approval (AA) process was also being processed.
The Government did not provide a specific completion timeline for either project in the reply.
On staffing, the department provided institution-wise details covering regular, National Health Mission (NHM) and AYUSH personnel. The regular-side figures in the annexure show 461 sanctioned posts and 328 personnel in position, leaving vacancies across various categories. The department also provided separate staffing details for NHM and AYUSH institutions.
For NHM facilities, the annexure records 37 sanctioned posts, all 37 in position and no vacancies across the listed institutions.
The Government said the Health and Medical Education Department remained committed to strengthening health infrastructure across Jammu and Kashmir to improve healthcare delivery.
The department also provided details of funds allocated and expenditure incurred during 2024-25 and 2025-26 through a separate annexure, but the constituency-specific figures were not reproduced in the main reply.
The response covered District and Sub-District Hospitals, Primary Health Centres, New Type Primary Health Centres, Urban Primary Health Centres, dispensaries, AYUSH centres, maternity facilities and other health institutions functioning in the Eidgah constituency.
