SRINAGAR: The Jammu and Kashmir Government has said Rs 112.86 crore in Ladli Beti payments remains pending for 2,25,720 beneficiaries, with the dues relating to the period from April to August 2026.
The Finance Department attributed the delay to reconciliation pending at the J&K Bank level, according to a written reply to a starred question tabled by Nagrota MLA Devyani Rana.
The department said Ladli Beti, implemented by the Social Welfare Department, was the only scheme reported to have payments pending beyond the prescribed disbursement timeline.
The Government said the Union Territory is funding a range of beneficiary-oriented welfare schemes from its own resources through departments including Social Welfare, Health and Medical Education, Tribal Affairs, Agriculture Production, School Education, and Industries and Commerce.
During 2026-27, the Finance Department has released Rs 2,211.88 crore against an approved provision of Rs 3,159.66 crore for welfare schemes under these departments. Expenditure of Rs 1,325.07 crore has been incurred so far.
The Finance Department said implementing departments maintain scheme-wise and month-wise records of pending payments, including the status of dues to beneficiaries. It authorises funds periodically, either in bulk or against requisitions from implementing departments, taking into account expenditure and utilisation.
Under the Government’s existing funding arrangement, generally 50 per cent of the approved budget provision is authorised during the first six months of the financial year, followed by quarterly authorisations, subject to requirements and requisitions based on actual expenditure and fund utilisation.
The Government said the actual frequency and timeline for payments to beneficiaries are prescribed and managed by the respective implementing departments according to the guidelines of each scheme.
It said there was no single fixed schedule requiring all monthly entitlements to be released within the first week of the succeeding month. Instead, payment schedules vary according to individual scheme guidelines.
The Government said it would continue monitoring the availability and utilisation of funds and take measures where required to minimise delays and ensure timely payment of entitlements.
Among the major welfare schemes listed in the Government’s annexure, the Integrated Social Security Scheme (ISSS) covers 5,30,777 beneficiaries, while the Integrated Nehru Yuva Scheme (INYS) has 4,32,266 beneficiaries listed under the relevant pensionary benefits provision.
The Social Welfare Department has a budget provision of Rs 1,366.01 crore for the listed schemes in 2026-27, of which Rs 1,012.07 crore has been released and Rs 757.84 crore has been shown as expenditure.
The response was issued by the Finance Department to Starred D. No. 1/6/487 tabled by Devyani Rana regarding funding arrangements and pending payments under welfare and assistance schemes in Jammu and Kashmir.
