SRINAGAR: More than 24,000 residential structures and over 1.06 lakh hectares of crop area were affected by cloudbursts and flash floods across Jammu and Kashmir during 2025-26 and 2026-27, according to figures placed before the Legislative Assembly.
The data was provided by the Department of Disaster Management, Relief, Rehabilitation and Reconstruction (DMRRR) in response to a starred question by Doda West MLA Shakti Raj Parihar during the ongoing autumn session of the House.
The government’s district-wise figures show that Jammu Division accounted for 23,470 damaged residential structures, 99,300.29 hectares of affected crop area and 5,207 livestock losses across the two years. A total of 5,084 roads and 3,670 water supply schemes were also affected in the division.
In Kashmir Division, 946 residential structures, 7,021.965 hectares of crop area and 37 livestock losses were reported during the two years. The division recorded damage to 521 roads and 630 water supply schemes.
For 2025-26 alone, Jammu Division reported damage to 2,580 roads and 2,503 water supply schemes, along with 22,320 residential structures, 82,603.49 hectares of affected crops and 4,684 livestock losses. Kashmir Division recorded 395 damaged roads, 172 water supply schemes, 926 residential structures, 6,037.465 hectares of affected crop area and 37 livestock losses.
During 2026-27, Jammu Division recorded 2,504 damaged roads, 1,167 affected water supply schemes, 1,150 residential structures, 16,696.8 hectares of crop damage and 523 livestock losses. In Kashmir, 126 roads and 117 water supply schemes were affected, while 20 residential structures and 984.5 hectares of crop area were reported damaged. No livestock losses were recorded in the division during the year.
The government said infrastructure affected during 2025-26 had been temporarily restored, with permanent restoration works underway. Infrastructure damaged during 2026-27 had been partially restored, while permanent restoration was in progress in all affected districts.
On financial assistance, the government said relief admissible under State Disaster Response Fund (SDRF) norms was being provided to affected people, but no separate special rehabilitation package had been sanctioned.
It said, however, that the Chief Minister’s Relief Fund had provided additional assistance for structural damage in three districts. In Kishtwar, Rs 1 lakh each was provided to 16 families whose houses were damaged in the Chishoti cloudburst during 2025-26, while Rs 25,000 was given to three partially damaged houses.
For 2026-27, Rs 108 lakh was released from the Chief Minister’s Relief Fund for 87 beneficiaries in Poonch, while Rs 281 lakh was released for 377 beneficiaries in Rajouri whose structures were damaged.
