SRINAGAR: Doctors Association Kashmir (DAK) on Tuesday in a statement appealed administration to restore administrative seniority and implement transfer policy.

President, DAK, Dr Suhail Naik said that we have time and again demanded the restoration of administrative seniority in the health department and most senior doctors should be elated to various administrative posts guided by recruitment rules. President DAK added that “in rural health care delivery system, it has been observed that it is very much difficult for senior doctors to work under administrative officers who are junior to them. This selective approach and favouritism is the main reason for unworthy work culture”.

General Secretary DAK, Dr Owais H Dar said that “restoration of administrative seniority is very much imperative to improve effectiveness and grace of medical profession and it is high time to done away with the in-charge system.

The health administrative officers should be chosen from senior-most professional and their services must be confirmed after the required process of selection is followed under recruitment rules.

Doctors Association Kashmir (DAK) further stated that as the routine transfers are in offing in April as per the latest GAD order, it is an appropriate time to implement transfer policy in letter and spirit. There are doctors who have served far-flung, difficult and inaccessible areas for decades together and many of them are psychologically distressed. On the other hand a large number of doctors are posted to government medical college and associated hospitals enjoying city allowances and various incentives.

Doctors Association Kashmir (DAK) urges Financial Commissioner HME, Shri Attal Dullo to further look into the matter and bring some pace in restoration of Administrative Seniority in Health Department as per recruitment rules so that this long pending demand of the doctors is met once for all. Moreover, rationality in transfer policy is of utmost importance so that uniformity is achieved.
