With more than 23000 SPOs serving in J&K Police on tentative basis, the state government on Monday reiterated that “counter insurgency performance” of SPOs is a top measure in regularizing them.

According to government Policy formulated in2009, the conversion of SPOs as Constables/Followers in JKP depends on their “performances in counter insurgency operations”.

Apart from this, an SPO having performed better in sports or possesses an ITI diploma has good chances of regularisation.

Home department, headed by CM Ms Mehbooba Mufti herself, revealed in response to a question by MLC Qaiser Jamsheed Lone, that under this policy till date 3331 SPOs have been converted as constables/followers.

District Doda in Chenab valley has highest number of SPOs. 3423 SPOs are posted in Doda while 3519 are sanctioned posts followed by neighbouring Kishtwar which has 2154 SPOs posted against 2247 sanctioned posts.

In Kashmir, Baramulla has 1179 SPOs posted against 1246 sanctioned posts followed by Islamabad with 1167 posted against 1206 sanctioned posts.

District Kargil in Ladakh region has 81 SPOS against 90 sanctioned posts.

In another reply to MLC Dr Shehnaz Ganai that two MLAs are categorized as Z-Plus. “All other Lawmakers are categorized as ‘Z’ in militancy affected areas and ‘Y’ in rest of the state,” the Home department said.

The government said that there are various categories of protected persons which are X-2, X, Y, Z and Z-Plus. “The guidelines as laid by down in the Yellow Book of GoI, Ministry of Home Affairs relate to categorization and entitlement of security to protected person,” the government said.

Further, the government said, no sitting Lawmaker has been de-categorized. Rather former Lawmakers too have been given security cover “on the basis of threat perception”. “56 sitting and 77 former Lawmakers are enjoying the security cover,” the government said but did not reveal their names.

Armed Police: 892; Crime: 64; SSG: 171; Traffic: 244; CID: 259; Railways: 72; Security Wing: 1160; Police Telecommunication: 61 and Technical Hqrs along with PH Jammu/Srinagar, PTWS Srinagar/Jammu: 67.
