SRINAGAR: Three of the 23 One Stop Centres (OSCs) approved for Jammu and Kashmir are yet to become operational under the Centre’s Mission Shakti scheme, the Union Ministry of Women and Child Development informed the Rajya Sabha on Wednesday.
According to data tabled in Parliament, JK has 20 operational OSCs, while three approved centres remain non-operational. The Union Territory has the third-highest number of non-operational centres among the States and UTs listed, after Delhi, with 11, and Bihar, with seven.
Across the country, 1,033 OSCs have been administratively approved, of which 991 are operational and 42 are yet to be operationalised. Since the launch of the OSC scheme in April 2015, more than 15.20 lakh women have been assisted nationwide, including over 7.12 lakh during 2023-24 to 2025-26.
The OSCs provide integrated support to women affected by violence or facing distress, including medical assistance, legal aid and advice, temporary shelter, police assistance and psycho-social counselling.
The Ministry said Mission Shakti received Rs 1,408.64 crore in 2023-24, Rs 1,793.89 crore in 2024-25 and Rs 1,730.71 crore in 2025-26, taking total releases over the three financial years to Rs 4,933.24 crore.
The Ministry, however, did not provide a state-wise break-up of funds released, utilised and beneficiaries covered in the main reply, stating that the year-wise details of funds released were provided in an annexure.
It said the Programme Approval Board reviews the progress of Mission Shakti with States and UTs once a year, including the delivery of services and achievement of scheme objectives. States and UTs assess requirements according to local needs, after which proposals are considered and approved by the board.
On corrective measures, the Ministry said it was strengthening the capacity of Women Helpline and OSC functionaries through regular training, technical support and continuous handholding of States and UTs.
Training programmes, conducted with support from NIMHANS, SPNIWCD and C-DAC, cover psycho-social counselling, gender sensitisation, case management, referral mechanisms, ethical call management and coordination with stakeholders. C-DAC also provides technical and dashboard support, troubleshooting and data analytics assistance.
The Ministry has also developed the Mission Shakti Dashboard for real-time monitoring of beneficiaries assisted, services provided, infrastructure and activities at district, State and national levels.
Mission Shakti comprises the ‘Sambal’ sub-scheme, focused on women’s safety and security, and ‘Samarthya’, aimed at women’s empowerment. The Sambal component includes OSCs, the Women Helpline, Beti Bachao Beti Padhao and Nari Adalat.
