SRINAGAR: The Jammu and Kashmir Government has accorded sanction to the placement of three Section Officers of the JK Secretariat (Subordinate) Service as Incharge Under Secretaries as a stop-gap arrangement, according to an order issued by the General Administration Department.
The arrangement will remain in force for six months or until the available vacancies in the JK Secretariat (Gazetted) Service-I, Under Secretaries cadre, are filled on a regular basis, whichever is earlier.
The order, Government Order No. 1479-JK(GAD) of 2026, dated September 3, places Bashir Ahmad Rather, Javeed Sidiq and Ravi Kumar as Incharge Under Secretaries.
The three officers will retain their own pay and grade and will be entitled to charge allowance as admissible under the rules.
The General Administration Department clarified that the arrangement is purely temporary and will not confer any preferential right on the officers to hold the posts on a substantive basis or claim promotion.
Their regular promotion will be governed by the extant rules and the arrangement will also remain subject to the outcome of any writ petition pending before the competent courts, the order said.
Following their placement, the officers will continue at their present places of posting until further orders.
