SRINAGAR: The Government of India has recorded hundreds of attacks on Indian nationals abroad over the past five years, with cases reported across countries including Canada, the United States, the United Arab Emirates, the United Kingdom, Russia, Germany and Ireland, the Ministry of External Affairs informed the Rajya Sabha on Thursday.
The data, covering 2021 to 2025, shows that reported attacks were recorded in 36 countries and regions listed by the Ministry. The United States reported 33 instances during the period, while Canada recorded 30, the UAE 32, the UK 31 and Russia 23.
The highest annual figure in the data was recorded in the UAE in 2025, with 12 cases, followed by Mali with 11, Ireland with 10, Canada with eight and Russia with eight.
The US recorded 14 cases in 2025, its highest annual figure during the five-year period. Canada also recorded a steady rise, from three cases in 2021 to eight in 2025.
Responding to an unstarred question, Minister of State for External Affairs Kirti Vardhan Singh said the safety and security of Indians abroad remained the foremost priority of the Government.
According to the Ministry, Indian Missions and Posts closely monitor incidents affecting Indian nationals and take up such cases with the authorities of the host country to ensure investigation and legal action against perpetrators under local laws.
Missions and Posts also provide consular assistance, including through walk-in facilities, email, social media platforms, 24×7 emergency telephone numbers and toll-free helplines. Indian nationals can also seek assistance through the MEA’s MADAD portal and the Centralised Public Grievance Redress and Monitoring System (CPGRAMS).
The Ministry said legal assistance is provided wherever required, with local panels of lawyers maintained by Missions and Posts in countries with sizeable Indian communities.
Distressed Indians abroad can also receive assistance through the Indian Community Welfare Fund (ICWF), which is available at Indian Missions and Posts worldwide on a means-tested basis to meet contingency expenditure.
The Government has also established Pravasi Bharatiya Sahayata Kendras in Dubai, Sharjah, Riyadh, Jeddah and Kuala Lumpur to assist distressed Indian nationals.
The Ministry said advisories are issued periodically urging Indians abroad to remain vigilant and exercise due caution. It also holds Consular Dialogues with foreign governments to discuss consular issues and the welfare and protection of Indian nationals.
The five-year data shows that attacks were also reported in countries including Australia, Germany, Ireland, Malaysia, the Philippines, Qatar, Uganda and Ukraine, among others.
The Government said it continues to monitor developments affecting Indians overseas and takes measures to safeguard their interests and welfare.
