SRINAGAR: The Jammu and Kashmir Government has said there is no proposal at present to upgrade existing Sub-Centres, NTPHCs or Primary Health Centres in Zainapora constituency, citing financial restrictions imposed by the Finance Department.
The Health and Medical Education Department, in a reply to a starred question by MLA Showkat Hussain Ganie, said Government Order No. 198-F of 2026, issued on May 22, 2026, imposed austerity measures including a ban on the creation of new posts.
The department said J&K was currently focusing on consolidating its existing health infrastructure, with around 4,000 health institutions operating across primary, secondary and tertiary levels.
It said J&K was among the leading large States and Union Territories in the country in terms of health institution density. According to calculations based on a 2023 Ministry of Health and Family Welfare report, the Union Territory has one health institution for every 3,500 people, compared with a national average of one for every 6,000 people.
The department said its approach to addressing critical gaps was to strengthen existing health facilities in accordance with Indian Public Health Standards (IPHS) 2022 norms.
It also plans to improve access to healthcare through rationalisation of services and the development of telemedicine and e-Sanjeevani facilities under a hub-and-spoke model.
The government did not specify any timeline for upgrading health facilities in Zainapora constituency.
