Chief Minister Mehbooba Mufti said that the situation that erupted in Kashmir after the killing of Burhan wani was “well organized” and “kids were used as shields.” She was responding to the opposition demand of making a statement on 2016 unrest.
On Tuesday last the House had passed adjournment motion to hold a discussion on the unrest in Kashmir. A number of members from the opposition, including former Chief Minister, spoke on Tuesday condemning the government actions in which about hundred people were killed and thousands injured. Opposition later walked out from the house as Chief Minister left for Srinagar without responding to the issue.
On Monday, today, the Speaker agreed to suspend the question hour and pave way for the Chief minister to react to the debate. Mehbooba, begun her speech condemning millitant attack in Joriyan on Monday morning and regretted that she left house on Tuesday. She stated that the weather conditions were not feasible and that compelled her to leave early.
“Opposition is true in saying that what happened in the valley was not expected from me and I too accept that,” she said, “as I used to visit families of militants and Army camps to free people. I am equally shocked and it should not have happened.”
She stated that on learning about the encounter of Burhan Wani she was puzzled and immediately directed the police officials to caution and it is ensured that no causality takes place.
“The only thing we could have done was imposing the curfew that we did but due to forces deployment on Amaranth yatra, a lot of force was engaged there creating tough situation for us,” she addressed to the house, “and it was no February.”
She said that it was shocking to witness people coming out from the unexpected parts, and attacking camps and police pickets.
“More than 50 camps and police stations were attacked and children were provoked to lead,” Mehbooba said.
“It is not easy to handle when a crowd attacks police stations and there are Taranas playing all over from the mosques,” she said, “ I was puzzled who organized this?”
She termed the past situations different and said that “we cannot compare past with 2016.”
Issues like, Pandit Colony and Sainik Colony were created just to mislead people while I have not chaired even a single meeting about this, she stated.
“There are already transit camps and the process started in 2011,” she said, “These wrong messages were spread in people and that turned to be triggering later.”
Stating the attacks on the security pickets reason for the deaths, she said “there were no deaths in Tral because no camp was attacked there.”
Ms Mufti said that, there was no fear of forces in the minds of people but they were used by those people who were stopping the shopkeepers from opening shops, and would beat them who would open. People were so scared that they were not going to hospitals. Even students who had to sit in the examinations were moving very cautiously and accompanied invariably by their mothers, Chief Minister said.
Chief Minister stated that, 6 people were totally blinded by the pellets and 20 people have unilateral eye damage while vision of 100 was affected. She stated that over four thousand forces personal were also injured.
There was no fear this time in people, she said, in 2010 people would give way to army vehicles, saying , Ander ke Baat hai General Hamrai Sath Hai.
Her speech was interrupted by Langate Lawmaker, who shouted at her, “you are insulting our people.”
She appreciated the efforts of administration during the unrest, and hailed the work of Health employees and CAPD department.
Mehbooba stated that, had Hurriyat met the All party delegation, “dialogue would have been started.”
“We still believe that talks is the only solution and advocate that talks should be initiated,” she addressed to the house.
CM informed the house that 370 people were booked in under PSA and are in jails while 138 others are under detention.
“We are starting release process of those who are not chronic stone pelters,” she informed.
She also stated that there would be time bound SIT in the three killings.
I am personally convinced that forces misused their power when ATM guard was killed in Karan Nagar and in the killing of lecturer in Khrew, she said.
She stated that there would be 5 LK rupees compensation to the families of the people who were killed and “in extreme compassionate cases” job would also be offered.
Mehbooba also stated that a special school on the pattern of Doon School Delhi would be set up in the valley for those who lost their eyesight.
Ms Mufti said that her government is offering adequate compensation under rules to the families and is also taking care of the people who were blinded, She said the government is planning setting up a school for the blind kids to continue their education.
She appealed opposition to help her in maintaining the situation.
Meanwhile, NC senior leader Mohammad Akbar lone interrupting her said that, there should be time bound judicial probe in the killings.
However, NC’s Mohammad Ali Sagar, alleged that she is misleading house by holding people responsible.
