Minister for Rural Development and Panchayati Raj has said that recommendations of high level committee for amendment in 73 Panchayati Raj Act is under examination of Law Department and after receiving the same would be submitted to the cabinet.

Replying to the supplementaries on main question by Harshdev Singh in the House here Monday, the Minister said that the Sarpanchs would get enhanced remuneration @ Rs 2000 per month and panchs a sitting fee of Rs 300 per sitting up to maximum of Rs 600 per month with effect from April this year adding that honorarium to the members of Panchayat Adalts is under consideration of the Government. He said Rs 30 lakh have been provided from CD fund to maximum constituencies for development of model villages adding that DPRs for development of model village under BADP in the concerned constituencies have been formulated. He said flagship scheme MGNREGA guarantees all round development of villages adding that under this scheme maximum fund would be utilized for making every village a model village.

Replying to the main question, the Rural Development Minister said that functions of 14 Departments have been assigned to the Panchayats. He said details of guidelines have been provided by each Department to ensure that devolution is implemented.

The Minister said that out of 110233 rural works 62, 439 works taken up during last three years in Kashmir Division have been completed while as in Jammu division out of 129335 rural works 84594 works were completed during the said period under MGNREGA. He said that 3562 persons engaged as supporting staff under MGNREGA in the state, out of which 1052 persons were engaged in Jammu division for the purpose.

Qamar Ali Akhoon, Ashok Kumar, G. M. Saroori, M. Y. Tarigami and Mohammad Sharief Niaz raised supplementaries to the question and demanded holistic development of rural areas in their constituencies under MGNREGA.
The Rural Development Minister assured members that all their genuine demands raised in the House for carrying development in rural villages would be taken seriously for implementation.

Replying to another question by Indu Pawar, the Minister informed the House that 284776 house hold latrines have been constructed in the state upto January this year since the inception of Total Sanitation Campaign programme which is now renamed as Nirmal Bharat Abhiyan.

The Minister said that 116 community sanitary complexes are constructed during last financial year in the state adding that 19389 toilets have been constructed in schools and Anganwadi centres in the state upto January 2013 under this programme.

The Minister said that Kulgam and Udhampur districts were awarded Nirmal Gram Puraskar (NGP) during the last two years.

He said the Total Sanitation Campaign (TSC) has now been renamed as Nirmal Bharat Abhiyan adding that four activities individual house hold latrines, community sanitary complex, school/institutional toilets and Anganwardi toilets are taken up under TSC.
