The Department of Rural development has come in for serious criticism for appointing Accountant -cum-Data Entry Operators (Contractual for 4 Years) under RGPSA Scheme.

The drop-out candidates Thursday alleged that Assistant Commissioner Development (ACD), Department of Rural Development Srinagar/Ganderbal ignored the meritorious candidates and appointed the blue-eyed persons in lieu of money.

“The officer floated the norms to accommodate blue eyed candidates in the selection list. The department entertains some fake computer certificate holders which is basic requirement for the said post and made crisscross Selection from one Halqa (posting place) to another Halqa and ignored  the eligible candidates,” the drop out candidates told KNS.

Giving details, they said that the Assistant Commissioner Development namely Bashir Ahmad Hakim, had issued an Advertisement Notice under Adv. Notice No.: ACD/SGR-GBL/Estt./3752 for the engagement of Accountant-cum-Data Entry Operator (On Contractual Basis for 4 Years) in District Srinagar including Block Eidgah on 14th of October, 2014 for which a number of candidates  applied.

“According to the Advertisement Notice the unit of selection was block and in case the eligible candidates were not available from the concerned block, then the unit of selection for the said block would have been the district. But unfortunately, the officials didn’t select the candidates according to the given criteria and also didn’t follow their own rules mentioned in their notification issued earlier,” they alleged.

One of the candidates who claimed that he was eligible for the post said, “I submitted letter of objection on 6th of February, 2015 against the Provisional Selection List which was issued on 2nd of February. But surprisingly instead of paying any heed to my objection, the department issued joining orders to the blue eyed candidates without responding to my objection plea,”

 They also alleged that department had earlier issued notification for engagement of 50 candidates for the same post as mentioned above in District Srinagar, but later issued provisional selection list of only 36 candidates and remaining 14 posts are still vacant, for the reasons best to known to them.

They revealed that the department has also entertained some fake computer certificates holders.

Despite repeated attempts ACD was not available for the comments.

When contacted Rural Development Minister Abdul Haq Khan told KNS that he will look into the matter. “The matter has been brought into my notice and I assure that stern action will be taken if any wrong has been committed,” he said.

Meanwhile the deserving candidates appealed Rural development Minister Abdual Haq Khan to intervene into the matter and order probe. “We request the Rural development minister to intervene into the matter and issue thorough probe,”
