SRINAGAR: The Ministry of Home Affairs has amended the Census Rules to expand the categories of people eligible for appointment as enumerators, bringing teachers from private educational institutions and employees of various government and other establishments within the revised framework.
The Ministry issued a Gazette notification on October 19, 2026, introducing the Census (Amendment) Rules, 2026, under the Census Act, 1948.
Under the amended rules, teachers working in government, local authority, aided and unaided private educational institutions can be appointed as enumerators. The provision also covers educational institutions run by societies and trusts.
The revised rules further include clerks and other officials working in the Central and State Governments, local authorities and various establishments, including public sector undertakings, statutory bodies, banks, companies, institutions, societies and trusts.
The amendment also allows the respective State Governments and Union Territory administrations to appoint other persons considered suitable for census-related duties.
