SRINAGAR: The Jammu and Kashmir Anti-Corruption Bureau has produced a chargesheet against five persons in connection with the misappropriation of funds under the MGNREGA scheme in Doda district.
According to a statement, the chargesheet was filed in case FIR No. 25/2015 PS VOJ (now ACB) under sections 5(1)(d) read with 5(2) of the JKPC Act Svt. 2006, and Sections 120-B, 420, 467, 468, and 471 of the RPC against the accused persons namely Hukum Singh, then Assistant Executive Engineer REW Sub-Division Bhaderwah; Barkat Ali, then Naib Sarpanch Panchayat Gurekhra; Kartar Singh, then Secretary Panchayat/VLW Gurekhra; Mohd Aslam, then Technical Assistant BDO Office Bhalessa; and Choudhary Ikhlaq Ahmed, then GRS Panchayat Gurekhra.
The statement reads that during the financial years 2012–13 and 2013–14, fictitious payments under the MGNREGA scheme in Wards No. 1 and 2 of Panchayat Halqa Gurekhra, Block Gandoh, Doda, were made against unexecuted or partially executed works. Payments were also released in favour of financially sound persons, government employees, and individuals not physically present during the execution of work.
“In many cases, unskilled labourers are shown engaged for work exceeding the prescribed limit of 100 days in a financial year. In some cases, the same person is shown working at two places at one time or is listed twice in the muster roll,” it reads.
It added that many muster rolls also carry cuttings or are without the signatures of the concerned block officials.
“It was further found that in some cases, measurements of the work were not in consonance with charged measurements, and some of the work was diverted from the originally sanctioned site to another during the financial years 2012–13 and 2013–14,” the statement reads. (KNO)
