Governor N N Vohra, in a meeting held at Raj Bhavan in Jammu on Monday, reviewed the progress of enrolment under the National Population Register and issuance of Aadhaar cards to them.

The Governor was informed that out of the total population of 1,25,41,302, records have already been digitized in respect of 1,09,43,114 persons. 84,00,233 people have been enrolled and Aadhaar cards have already been issued to 67,69,272. It was also informed that to expedite the process for enrolment, 133 additional permanent Enrolment Centres have been sanctioned in the State, over and above the 193 Centres already established.

While appreciating the work done in the districts which have recorded good progress, the Governor directed the Chief Secretary to personally monitor the progress in respect of the lagging districts. Chief Secretary stated that he shall have a video-conference with the Deputy Commissioners on 4th February, 2016 and undertake a district wise review.

The Governor was also informed that Enumerator Block Tracker has been provided to the Deputy Commissioners to find out the left over population which was yet to be enrolled. The IT Department has provided the Local Register of Usual Residents. NPR Booklets of the districts and the NPR updation process is almost complete except in the snow bound areas. It was also informed that a special enrolment drive has been started in Schools, Colleges, Universities and other Educational institutions since 10thJanuary, 2016. About 1,00,000 students have been enrolled in 2242 such Camps. The Governor directed that the Deputy Commissioners must take pro-active steps to approach the uncovered persons for targeted enrolment of the left over people under Aadhaar.

The Governor directed the Chief Secretary to ensure that all the employees as well as daily wagers/ casual labourers / seasonal labourers working in various departments under the State Government enroll themselves under Aadhaar before 31st March, 2016 so that the salaries/ wages from 1st April, 2016 are paid to them on the basis of Aadhaar enrolment.

The Governor also reviewed the progress of seeding of Aadhaar in Citizen Centric Schemes, particularly, in regard to PDS, Pensions, Scholarships, MGNREGA, PAHAL etc. Expressing dissatisfaction over the poor results so far achieved the Governor directed that all concerned departments should closely monitor the progress of Aadhaar seeding for time bound completion so that people are facilitated to receive their pensions, scholarships timely and without any inconvenience.

Chief Secretary was asked to send a fortnightly progress report in regard to the district wise progress of enrolment for Aadhaar and that of seeding under the various schemes. The Governor also directed that the good performers in various districts should be identified who can be suitably recognised for their performance while action is taken against the non-performers. The Governor will again review the progress on 1st of March, 2016.

The Governor also reviewed the progress in regard to marking of attendance in various government offices and directed the Chief Secretary to ensure that Aadhaar based Bio-metric Attendance Systems are installed in the offices immediately to ensure punctuality, accountability and transparency in daily functioning of  all the government offices.
