India’s response was delivered by Member of Parliament Mahima Kumari Mewar during a discussion on decolonisation in the United Nations General Assembly’s Fourth Committee on Friday, local time, following remarks by Pakistan’s representative.

In her right of reply, Mewar accused Islamabad of raising the issue on the UN platform while failing to address alleged human rights violations in areas under its control.

She called on Pakistan to end what she described as continuing violations in those areas, alleging that local populations faced military occupation, repression, brutality and the illegal exploitation of resources.

Mewar further alleged that Pakistani armed forces and their proxies had killed dozens of civilians who had been protesting for basic rights, freedoms and essential necessities in recent months.

Criticising Pakistan’s political and security record, she cited military dictatorship, disputed elections, the imprisonment of elected leaders, religious extremism and alleged state-sponsored terrorism.

Reaffirming New Delhi’s position, Mewar said Jammu and Kashmir “is, and will always remain, an integral and inalienable part of India”.

The Indian mission in New York outlined Mewar’s intervention in a post on X, identifying it as India’s right of reply to the Pakistani representative during the Fourth Committee’s deliberations on decolonisation.

Separately, India called for stronger mechanisms to ensure criminal accountability for United Nations officials and experts on mission during the 81st session of the General Assembly’s Sixth Committee.

Member of Parliament Priya Saroj, delivering India’s national statement on the issue, stressed the need for cooperation between the UN and member states, effective accountability procedures, due process and protection for victims and witnesses.

Saroj welcomed the Secretary-General’s efforts to strengthen the framework governing criminal accountability and referred to reports A/81/207 and A/81/284, submitted under General Assembly Resolution 80/160.

She said accountability for criminal conduct was essential to maintaining the integrity and credibility of the United Nations.

Citing figures for the period from July 1, 2025 to June 30, 2026, Saroj said the UN Office of Legal Affairs had referred 93 cases involving 93 UN officials and experts on mission to their countries of nationality for investigation and possible prosecution.

She emphasised that the effectiveness of the framework depended on timely action following referrals and cooperation between the United Nations and member states. She urged countries to investigate allegations promptly, pursue prosecutions where warranted and keep the UN appropriately informed.

Saroj also encouraged states to consider strengthening their jurisdiction over serious crimes committed abroad by their nationals serving as UN officials or experts on mission, in accordance with their domestic legal systems.

Highlighting safeguards, she said accountability must be accompanied by due process and respect for the rights of all concerned. She identified the protection of victims and witnesses, along with preventive measures such as training and awareness programmes, as important priorities.

Referring to India’s domestic legislation, Saroj said the Bharatiya Nyaya Sanhita, 2023, contained provisions covering certain offences committed outside the country by Indian nationals, while the Extradition Act, 1962, provided a legal framework for extradition where applicable.

She reiterated India’s zero-tolerance approach to criminal conduct and misconduct by UN personnel and stressed the importance of sustained contributions to the Secretary-General’s Trust Fund in Support of Victims of Sexual Exploitation and Abuse.

Saroj reaffirmed India’s commitment to working with member states and the United Nations to improve accountability, cooperation and the effective implementation of relevant measures.
