“Jammu and Kashmir State for its outstanding performance in universalizing medicare to people in the rural areas and implementing schemes to reduce infant mortality and track pregnant women and children under the Real Time Data SMS based scheme process, has received wide commendation and awarded No.1 status in the Country for providing primary health care service for the second time this year.”
This has been said in a statement from government spokesman. It claimed that the infant mortality rate in the State has come down from 45 in 2009 to 41 in 2012 and is recorded better than the national average of 44. The neonatal mortality rate has also declined from 39 in 2007 to 35 now. Efforts are on to further reduce it by laying stress on facility and home based new-born care.
“The plan investment in health sector was enhanced by 70 percent. As against availability of Rs. 796.66 crores during 10th Five Year Plan Rs. 1353.15 crores were made available during five year plan. Janani Shishu Surakhsha Karikram (Maa Tuje Salaam scheme) was introduced in all government hospital including GMC, Srinagar and Jammu, SKIMS Srinagar and other hospitals to provide free service to pregnant ladies and neonates, Rashtriya Swathiya Bhima Yojana was also launched in two districts and is being extended to 10 more districts,” the statement said.
The statement further said that the Panchayat Raj institutions were empowered by constitution of Village Health Sanitation and Nutrition Committees and opening of joint accounts in the names of Sarpanches and Panches and ASHA Workers. Un-tide funds were also released to these accounts.
Accordint to the government press release, Super Specialty Hospital at Jammu has been completed besides completion of district hospital complexes at Kathua and Poonch. New OPD Block at Gandhi Nagar Hospital Jammu, additional block at Government Hospital Sarwal, Jammu, OPD Block of district hospital Barmulla, 150-bedded IPD Block of JLNM Hospital, Srinagar, 200-bedded Pediatric Block at SMGS Hospital, Jammu and 200-bedded OPD Block at Lal Ded Hospital, Srinagar have been completed.
In addition to this new district hospital building and diagnostic block at Rajouri, 100-bedded district hospital at Kishtwar, 50-bedded Unani Hospital at Shelteng, Srinagar, 50-bedded Additional Emergency Block at Government Medical College, Jammu, Emergency Hospital Qazigund, Trauma Hospital Vijaypur, Attendant Sarais at GMC Jammu and SMHS Srinagar, Oncology Block at GMC, Srinagar, 30-bedded Emergency Hospital at Katra, ANMT School at District Hospital Udhampur are other infrastructures completed during the last four years of present coalition dispensation led by Chief Minister, Omar Abdullah. The statement said.
Accordint to the government press release as many as 10 CHCs and SDHCs have been completed at Tral, Kokernag, Pampore, Zainapora, Yaripora, Beerwa, Pulwama, Khansahib, Bani and Lengate. Besides, 48 Primary Health Centres and 94 Sub-Centres have also been completed.
The work on construction of Super Speciality Hospital and Institute of Trumatology at a cost of Rs. 135 crore is in progress. The projects of 200-bedded new maternity hospitals one each at Srinagar and Jammu at an estimated cost of Rs. 50 crore each, and 200-bedded new children hospital at Bemina Srinagar at an estimated cost of Rs. 50 crores have also been initiated.
On the machinery and equipment front, the statement said that five new CT Scan machines one each at district hospital Uhdampur, district hospital Rajouri, district hospital Kathua, Government Hospital Gandhi Nagar, Jammu and district hospital Kargil have been provided while similar number is being procured for district hospitals of Kashmir division. As many as six dialysis machines have been installed in Government Medical College, Jammu, a new CT Scan machine in SMGS, Jammu and a digital X-Ray in Medical College Jammu have been installed.
The Laparoscopy machines in the departments of Surgery, Gynae and Obst. Department have been provided while High Dose Rate Brachy-Therapy Unit worth Rs. 2 crore have been provided to the Department of Radiation Oncology in SMSH Hospital Srinagar. In addition to this 15 X-ray plants and 14 anesthesia machines and 31 dental units have been provided to various health institutions.
As many as 2279 posts including 37 A-Grade Specialists, 281 B-Grade Specialists, 305 Assistant Surgeons, 17 Dental surgeons were created to man the various departments. Similarly, 4124 posts were created in Medical Education sector which included 1302 posts for Super Specialty Hospitals in Jammu and 1040 for Traumatalogy Hospital, Srinagar.
About 1500 specialist and doctors have been posted in various disciplines of surgery, orthopedics, pediatrics, gynae and anesthesia besides 1210 staff-nurses and 1440 para-medicals to augment the staff and faculties in the hospitals.
