SRINAGAR: Jammu and Kashmir received Rs 3,738.186 crore under the Special Assistance to States for Capital Investment (SASCI) scheme during 2025-26, against a total sanctioned assistance of Rs 3,738.186 crore, while another Rs 657 crore has been received against Rs 1,407 crore sanctioned for the ongoing financial year, the Government has told the Legislative Assembly.
The Finance Department said the funds received during 2025-26 were authorised or released through the Budget Estimation, Allocation and Monitoring System (BEAMS). For 2026-27, the Rs 657 crore already received is required to be authorised or released through the BEAMS/Single Nodal Agency (SNA) mechanism.
The figures were provided in response to Starred D. No. 1/6/381, tabled by Udhampur West MLA Pawan Kumar Gupta, seeking year-wise details of SASCI assistance sanctioned and actually received by J&K, funds released through BEAMS, projects taken up across districts and constituencies, and the mechanism used for their selection.
The Government said SASCI has been implemented in J&K from 2025-26 onwards to support capital investment and infrastructure development.
For 2025-26, the sanctioned assistance was Rs 3,738.186 crore and the entire amount was shown as received and authorised through BEAMS. In 2026-27, against the sanctioned Rs 1,407 crore, Rs 657 crore has so far been received.
Under the scheme, departments proposed capital expenditure projects based on prescribed criteria. The Government said projects with a minimum expenditure threshold of more than Rs 2 crore during the financial year were considered, while ongoing projects were given preference in accordance with SASCI guidelines.
Projects already funded under Centrally Sponsored Schemes (CSS) or NABARD were excluded from SASCI, the Government said.
For 2026-27, projects are required to be identified from five eligible sectors prescribed under the SASCI guidelines. The concerned departments subsequently identified capital expenditure projects for consideration under the scheme during 2025-26 and 2026-27.
The annexure to the reply lists a wide range of projects covering agriculture, animal husbandry, irrigation, horticulture, sericulture, fisheries, food storage, culture, finance, forests, police infrastructure, health, urban development, higher education and other sectors.
Among the agriculture-related works listed for 2025-26 are strengthening of the dairy sector in J&K, farm mechanisation and automation in Jammu and Kashmir districts, technological intervention in sericulture, rainfed area development, construction of irrigation channels and drains in areas including Kupwara, Budgam, Uri, Gurez, Bandipora and Pulwama, and infrastructure and research facilities at SKUAST campuses.
The list also includes a 2,500-metric-tonne grain storage facility in Kupwara, development works at the shrine premises and Bada Talab at Sheikh Noor Din Wali, construction of a POJK Bhawan at Suketar in Jammu, a community hall at Jagti township, dedicated network connectivity for 26 offline treasuries and a Project Management Unit under the Integrated Financial Management System.
The health and medical education component includes construction and expansion works at government medical colleges and hospitals in Doda, Anantnag and Baramulla, SKIMS Medical College Bemina, SMHS Hospital Srinagar and GMC Jammu, besides procurement of medical and surgical equipment.
Projects listed under the health sector include a Rs 150 crore procurement component for surgical machinery and equipment for health institutions across J&K, with Rs 125 crore shown against expenditure in the annexure. Other works include construction of a 250-bedded inpatient block at SKIMS Medical College Bemina, construction of a government medical college and teaching district hospital at Baramulla, a 50-bedded hospital at Sunderbani and upgradation of the SDH Nowshera to a 100-bedded hospital.
The annexure also records urban infrastructure projects across Jammu, Srinagar and other districts, including sewerage and drainage networks, multi-storey parking facilities, bus stands, LED street-light replacement, commercial complexes and other municipal infrastructure.
Among the listed works are the comprehensive sewerage system for Greater Srinagar, a comprehensive sewerage system for Greater Jammu, drainage works in Srinagar, construction of a multi-storey bus stand at Ramban, parking facilities in Doda and Udhampur, and development of the bus stand at Vijaypur.
Higher education projects include construction of college buildings, hostels, research facilities and sports infrastructure at institutions including Jammu University, Shri Mata Vaishno Devi University, GDC Kupwara, GDC Darhal, GDC Reasi, GDC Zainapora and other colleges.
The Government said the district, constituency and project-wise details for the two financial years had been provided in Annexure A, while specific details relating to Udhampur district were appended separately in Annexure B.
