SRINAGAR: Jammu and Kashmir received Rs 91.04 crore under the National Livestock Mission (NLM) during the three financial years from 2023-24 to 2025-26, including Rs 9.10 crore in 2025-26, according to data presented in the Lok Sabha on Tuesday.
The figures were provided by Union Minister for Fisheries, Animal Husbandry and Dairying Shri Rajiv Ranjan Singh alias Lalan Singh in reply to Unstarred Question No. 2579. The UT received Rs 10 crore in 2023-24, Rs 25 crore in 2024-25 and Rs 91.04 crore in 2025-26 under the NLM, which focuses on breed development of sheep, goat, pig, camel, donkey and horses and fodder production.
J&K also received Rs 61.19 crore under the Rashtriya Gokul Mission (RGM) in 2024-25 and Rs 14.13 crore in 2025-26, taking releases under the scheme to Rs 75.32 crore over the two years. No RGM funds were released to the UT in 2023-24.
Under the Livestock Health and Disease Control Programme (LHDCP), JK received Rs 18.85 crore in 2023-24, Rs 20.37 crore in 2024-25 and Rs 16.50 crore in 2025-26, totalling Rs 55.73 crore over the three years.
The UT also received Rs 25.70 crore under the National Programme for Dairy Development (NPDD) during the last three years, while two NPDD projects were sanctioned in JK. Ladakh received Rs 12.08 crore under NPDD and had two projects sanctioned.
Under the NLM, five regional semen stations for sheep and goat have been approved nationally, including one in Jammu and Kashmir, while six goat semen banks have been approved, including one for the UT. The Government has also upgraded 6,405 cattle and buffalo artificial insemination centres to provide artificial insemination services for goats across Jammu and Kashmir, Chhattisgarh, West Bengal, Rajasthan, Himachal Pradesh and Meghalaya.
The Union Government said the NLM has so far seen 4,084 breed multiplication farms approved for poultry, sheep, goat, pig, camel, horse and donkey, while 1.61 lakh metric tonnes of quality fodder seed has been produced. A total of 204 silage and Total Mixed Ration (TMR) making units, with an expected annual capacity of 7.20 lakh metric tonnes, have also been approved.
Under the RGM’s Nationwide Artificial Insemination Programme, 17.27 crore artificial inseminations have been carried out nationally, covering 10.51 crore animals and benefiting 5.98 crore farmers. A total of 47,687 Multi-Purpose Artificial Insemination Technicians in Rural India (MAITRIs) have also been trained and inducted.
In J&K, the reply did not provide a separate State-wide figure for artificial inseminations under the RGM, but district-level data were provided for Maharashtra, Odisha and Bihar. The NLM, however, has approved breed and semen infrastructure specifically for J&K.
The Ministry said 24 IVF laboratories have been supported across the country, producing 29,283 viable embryos, of which 17,424 were transferred and 2,748 calves were born. The Accelerated Breed Improvement programme using IVF technology has so far resulted in 7,959 embryo transfers, 1,666 established pregnancies and 1,223 calves born, including 1,142 females.
For livestock health, the national programme has covered 10,801.76 lakh doses under the Foot and Mouth Disease Control Programme, 296.74 lakh doses under the Brucellosis Control Programme and 1,561.82 lakh doses under the Peste des Petits Ruminants Control Programme. A total of 4,019 Mobile Veterinary Units were operational under the programme.
The Government said the National Programme for Dairy Development (NPDD) is being implemented across the country to strengthen milk testing, procurement, chilling, processing and value addition. Its Component A supports quality milk testing, primary milk procurement and chilling infrastructure, while Component B, focused on dairying through cooperatives, is being implemented in nine States. Maharashtra and Odisha are not covered under Component B.
Under the Animal Husbandry Infrastructure Development Fund (AHIDF), one breed improvement technology and breed multiplication project worth Rs 1.01 crore has been sanctioned in J&K. Nationally, 162 such projects with a total project cost of Rs 3,229.42 crore have been sanctioned.
The Union Government said the NITI Aayog’s detailed review of the NLM, including its Entrepreneurship Development Programme component, found progress in breed development, feed and fodder security, capacity building and entrepreneurship promotion. The evaluation also reported that a majority of beneficiaries experienced improved livestock productivity, higher incomes, reduced input costs and stronger links with veterinary and extension services.
