SRINAGAR: The Jammu and Kashmir Government has barred post-approval changes to the nomenclature or location of works sanctioned under the Union Territory Capex, District Capex and Constituency Development Fund (CDF), permitting such modifications only in exceptional force majeure cases with prior approval from the competent authority.
The Finance Department issued the directions in a circular dated July 31, 2026, stating that repeated requests from Administrative Departments and District Development Commissioners (DDCs) for changes to already approved works were undermining financial discipline, project monitoring and digital governance.
According to the circular, once a work has been approved and uploaded on the Budget Estimation, Allocation and Monitoring System (BEAMS), no alteration in its nomenclature or location will be allowed except where a force majeure event makes such a change unavoidable. Any such proposal will require prior approval of the competent authority.
The department said changes after approval materially alter the identity, scope, intended purpose, beneficiary population and service area of a project. It noted that such modifications often require fresh technical, administrative and financial approvals, revision of the Annual Action Plan, and create accounting complications, audit observations and disruptions in BEAMS, JKPaySys, geo-tagging, expenditure tracking and project monitoring.
To prevent such issues, the Finance Department directed all Administrative Departments, DDCs and executing agencies to complete due diligence before recommending works for inclusion in the Annual Action Plan and uploading them on BEAMS.
The circular requires authorities to verify land availability, site suitability, feasibility, geo-location, scope, nomenclature, beneficiary coverage and all statutory requirements necessary for the issuance of Administrative Approval and Technical Sanction before a project is approved.
The instructions apply to all works uploaded on BEAMS under the UT Capex, District Capex and Constituency Development Fund and are to be followed in accordance with the General Financial Rules, 2017, the Manual for Procurement of Works issued by the Department of Expenditure, Ministry of Finance, Government of India, and the Jammu and Kashmir Budget Manual.
