According to Government Order No. 182-JK(JSD) of 2026, dated October 14, the appointment of Tabrez Mir, son of Mushtaq Ahmad Mir and a resident of Sogam, Chadoora, in Budgam district, has been cancelled ab initio, meaning it is treated as invalid from the beginning.

Mir was appointed as a Junior Engineer (Civil) under the RBA category through Government Order No. 82-JK(JSD) of 2026, dated April 30. He joined the department on May 2 and was subsequently posted to the Irrigation Division, Ompora, in June.

The appointment was subject to verification of the original certificates and documents submitted by him, including his reserved category certificate.

The order states that the department had forwarded his RBA Certificate No. JK-REV-SRE/2023/20647, dated November 16, 2023, to the Deputy Commissioner, Budgam, on June 3 for verification.

The Additional Deputy Commissioner, Budgam, subsequently informed the department on August 28, citing a report from the Tehsildar, Chadoora, that the certificate had not been issued by the latter’s office.

The verification findings established that the certificate was fake or forged, triggering the cancellation condition incorporated in Mir’s appointment order, the government order states.

The order refers to General Administration Department Circular No. 20-JK(GAD) of 2024, dated September 13, which requires appointment orders to provide for cancellation ab initio if a qualification, date-of-birth or reserved category certificate submitted by an appointee is found to be forged during verification.

The government cancelled the appointment under Section 16 of the Jammu and Kashmir General Clauses Act, Samvat 1977, read with Section 22(a) and (b) of the Jammu and Kashmir Reservation Act, 2004, and the relevant condition in the original appointment order.
