SRINAGAR: The Jammu and Kashmir Government has constituted two committees to identify and develop practical artificial intelligence (AI) applications for governance, with a focus on faster decision-making, citizen-centric services and improved administrative efficiency.
The General Administration Department issued Government Order No. 1545-JK(GAD) of 2026 on September 21, constituting an Apex Committee and a Core Committee for developing an AI-enabled governance system in the Union Territory.
The Apex Committee will be headed by the Chief Secretary and will include the Financial Commissioner (Additional Chief Secretary), Finance Department; Commissioner Secretary, Information Technology Department; Director, Indian Institute of Technology (IIT) Jammu; State Informatics Officer, JK, National Informatics Centre (NIC); a representative of BISAG; and representatives of concerned administrative departments.
The committee will approve departmental action plans, review their implementation and take measures to address bottlenecks and streamline execution.
The Core Committee will be headed by the Commissioner Secretary, Information Technology Department, with the Director, IIT Jammu, as co-chairperson. It will also include the State Informatics Officer, representatives of concerned administrative departments not below the rank of Additional Secretary, a representative of BISAG and other officers who may be co-opted.
The Core Committee has been tasked with identifying AI-driven solutions suited to administrative and developmental requirements and selecting high-impact use cases for pilot deployment.
According to the government order, the committee will also prepare a structured roadmap for departmental adoption of AI, with emphasis on measurable public value and operational efficiency.
It has further been mandated to ensure responsible AI practices, compliance with statutory data protection requirements, including the Digital Personal Data Protection (DPDP) Act, algorithmic transparency, sustainability and scalability.
The committee will identify systemic and technical bottlenecks and recommend remedies and protocols, besides establishing key performance indicators and milestone-based monitoring mechanisms to assess implementation.
It will also compare in-house AI development with external vendor procurement, including the use of institutions and agencies such as NIC, JK e-Governance Agency (JaKeGA), BISAG and the Centre of Excellence for Artificial Intelligence and Data Analytics (COE-AD), with consideration to fiscal prudence, technical maintenance, affordability and long-term ownership.
The Information Technology Department will service both committees and prepare a time-bound departmental calendar for sector-specific deliberations to identify AI use cases and design targeted interventions.
The government said the committees had been constituted with the objective of leveraging emerging digital technologies for better governance, faster decision-making and enhanced citizen service delivery.
