SRINAGAR: The Jammu and Kashmir Government has delegated Drawing and Disbursing Officer (DDO) powers for 17 headless educational institutions and offices across the Jammu Division as an interim arrangement until regular administrative arrangements are made.
According to Government Order No. 261-JK(Edu) of 2026, dated July 6, issued by the School Education Department, the decision follows reference letters received from the Director of School Education, Jammu, dated June 23, 2026. The order authorises designated officers to exercise DDO powers for the identified institutions solely for drawing and disbursing purposes.
The government has clarified that the delegation does not confer any administrative authority on the officers concerned and is restricted exclusively to financial functions relating to drawing and disbursing.
Under the order, the DDO powers of Principal Higher Secondary School (HSS) Dansal, Jammu, have been assigned to the Principal, HSS Jajjar Kotli, Jammu; Principal, HSS Ghou Manhasan, Jammu, to the Principal, HSS Gole Gujral, Jammu; Principal, HSS Marh, Jammu, to the Principal, HSS Gharota, Jammu; Principal, HSS Dablehar, Jammu, to the Principal, HSS Chakroi, Jammu; Principal, Girls HSS Samba, to the Principal, Boys HSS Samba; Principal, HSS Moghla, Rajouri, to the Principal, HSS Kalakote; Principal, HSS Harni, Poonch, to the Principal, HSS Boys Mendhar; and Principal, HSS Moorie Gursai, Poonch, to the Principal, HSS Bufliaz.
The order further assigns the DDO powers of Headmaster, High School (HS) Bela Jamana, Jammu, to the Headmaster, HS Paloura; Headmaster, HS Kanehri, to the Headmaster, HS Phallian Chhapri; Headmaster, HS Kanyala, to the Principal, HSS Pargwal; Headmaster, HS Chatta, to the Headmaster, HS Sandhi; Headmaster, Girls HS Seer Balah, to the Headmaster, HS Kaloyen; Headmaster, HS Bambliya, Rajouri, to the Zonal Education Officer, Lower Hathal; Headmaster, HS Swari No. 2, to the Headmaster, HS Demote; Headmaster, HS Dalogra, to the Headmaster, HS Sawani; and Headmaster, HS Kaller, to the Headmaster, Government High School Doongi.l
The School Education Department has directed the Director of School Education, Jammu, to ensure that the designated officers exercise the delegated powers strictly in accordance with the rules in force and government instructions issued from time to time, while maintaining all prescribed records under the General Financial Rules (GFR), 2017.
