Jammu Kashmir Govt Orders Probe into Alleged PMGSY Norm Violations in Four Road Projects

   

SRINAGAR: The Jammu and Kashmir Government has ordered an in-depth inquiry into the alleged non-compliance with Detailed Project Reports (DPRs) and Pradhan Mantri Gram Sadak Yojana (PMGSY) guidelines in the execution of four road projects in Poonch district, appointing an Inquiry Officer and a Presenting Officer to investigate the matter.

According to Government Order No. 238-PW(R and B) of 2026, dated July 3, issued by the Public Works (R and B) Department, Er. Manzoor Ahmad Wani, In-charge Superintending Engineer, Public Works (R and B) Circle, Rajouri, has been appointed as the Inquiry Officer, while Er. Zaheer Ahmed, In-charge Executive Engineer, PMGSY Division Poonch, has been designated as the Presenting Officer.

The inquiry will examine the execution of four PMGSY road projects in Poonch district: Sallian to Mahara, Bunikhet to Chanasar, Km 7th to TOI to Behramgala, and Chandimarh to Dogrian.

The government said the inquiry has been ordered under Rule 33 of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, to investigate charges against the officers and officials associated with the execution of these projects.

As per the terms of reference, the Inquiry Officer has been directed to submit the inquiry report and findings within 15 days from the date of issuance of the order. The officer has also been asked to examine the case of the delinquent engineers, officers and officials, including their responses and other related facts, and record clear findings on whether the charges are substantiated, along with reasons.

The order further states that any subsequent modification in the postings of the Inquiry Officer or the Presenting Officer will not affect their responsibility to carry out the inquiry assigned under the government order.
