SRINAGAR: The Jammu and Kashmir Government has notified the Jammu and Kashmir City Gas Distribution (CGD) Policy, 2026, following its approval by the Council of Ministers, establishing a framework for expanding piped and compressed natural gas infrastructure across the Union Territory.
A major step towards expanding clean fuel access, accelerating industrial growth and modernising energy infrastructure across Jammu & Kashmir.
The Government has notified the Jammu & Kashmir City Gas Distribution (CGD) Policy, 2026, following its approval by the Council of Ministers. The policy provides a clear, investor-friendly and time-bound framework to expand the use of Piped Natural Gas (PNG) and Compressed Natural Gas (CNG) across households, commercial establishments, industries and the transport sector.
Key provisions include coverage across all 20 districts, single-window time-bound clearances, streamlined establishment of CNG stations, standardised Right of Way norms, and priority gas connectivity to major industrial estates, including in Kathua, Samba and Pulwama.
The policy will help provide safe, affordable and cleaner energy, reduce fuel costs, strengthen industrial competitiveness, attract green investments and create new opportunities for employment, apprenticeships and skill development.

The policy seeks to facilitate wider access to Piped Natural Gas (PNG) and Compressed Natural Gas (CNG) for households, commercial establishments, industries and the transport sector across all 20 districts of Jammu and Kashmir.
Among its key provisions are single-window, time-bound clearances, simplified procedures for establishing CNG stations and standardised norms for the Right of Way (RoW) required for gas infrastructure. The policy also provides for priority gas connectivity to major industrial estates, including those in Kathua, Samba and Pulwama.
The Government said the policy is intended to support the availability of cleaner and more affordable energy while helping reduce fuel costs and improve industrial competitiveness across J&K.
It is also expected to facilitate investment in gas-based infrastructure and create opportunities in areas including employment, apprenticeships and skill development, according to the Government.
Chief Minister Omar Abdullah congratulated Food, Civil Supplies & Consumer Affairs Minister Satish Sharma and the department following notification of the policy.
The Government said the policy is aimed at supporting the expansion of clean-fuel infrastructure and contributing to sustainable development and industrial growth in Jammu and Kashmir.
