SRINAGAR: The Jammu and Kashmir Government has proposed further amendments to the Jammu and Kashmir Unified Building Bye-Laws, 2021, and invited objections, comments and suggestions from citizens, professionals and other stakeholders within 15 days.
The Housing and Urban Development Department (H and UDD) issued the notification on September 9, 2026, under powers conferred by Section 397 of the Jammu and Kashmir Municipal Corporation Act, 2000.
The proposed changes have been placed in the public domain to allow concerned persons to examine the amendments and submit their views before they are finalised. The draft amendments have been included as Annexure-A to the notification.
Objections, suggestions or comments must be submitted in writing to the H and UDD within 15 days from the date of publication of the notification in the Official Gazette. The department said submissions received after the deadline will not be considered.
The proposed amendments will also be made available on the official website of the Housing and Urban Development Department.
The move is part of the administration’s efforts to update and streamline the regulatory framework governing building permissions and urban development in Jammu and Kashmir. The Unified Building Bye-Laws, 2021, are already being implemented through the department’s building-permission system, with subsequent amendments aimed at improving regulatory procedures and facilitating online processing.
The latest proposal follows amendments notified by the Government in February 2026, which included provisions concerning categories of retail shops and Registered Technical Persons.
Citizens, professionals, stakeholders and other interested parties have been asked to submit their views within the prescribed 15-day period.
