SRINAGAR: Jammu and Kashmir had more fertiliser available than its assessed requirement during the ongoing Kharif 2026 season, with stocks of urea, DAP, MOP and NPKS also exceeding sales as of July 21, according to the Union Ministry of Chemicals and Fertilizers.
In a written reply to Rajya Sabha Unstarred Question No. 986 on July 28, Minister of State for Chemicals and Fertilizers Anupriya Patel said JK had received 1.15 lakh metric tonnes (LMT) of urea against a requirement of 0.58 LMT between April 1 and July 21. Sales stood at 0.76 LMT, while the closing stock was 0.39 LMT as of July 21.
For DAP, the Union Government data showed availability of 0.29 LMT against a requirement of 0.17 LMT, with 0.19 LMT sold and 0.10 LMT in closing stock. JK had 0.15 LMT of MOP available against a requirement of 0.08 LMT, while sales were 0.10 LMT and closing stock 0.04 LMT.
The UT recorded the largest proportional surplus in NPKS availability, with 0.06 LMT available against a requirement of just 0.01 LMT. Sales were 0.02 LMT and the closing stock stood at 0.04 LMT.
The figures indicate that JK’s availability was above its assessed requirement for all four major fertilisers covered by the Union Government’s data. Availability also exceeded sales for urea, DAP and NPKS, while MOP sales were higher than the closing stock.
At the national level, the Ministry reported that fertiliser availability remained adequate across all States during the ongoing Kharif season. Across India, 166.78 LMT of urea was available against a requirement of 112.09 LMT, while DAP availability stood at 40.29 LMT against a requirement of 32.35 LMT. The country had 13.91 LMT of MOP available against a requirement of 10.29 LMT and 85.56 LMT of NPKS against a requirement of 49.58 LMT.
The Centre said Uttar Pradesh, where the Rajya Sabha question specifically raised concerns over alleged shortages, also had availability above its assessed requirement for all four fertilisers. The State had 33.66 LMT of urea available against a requirement of 23.38 LMT, 8.63 LMT of DAP against 4.92 LMT, 1.37 LMT of MOP against 1.42 LMT and 6.26 LMT of NPKS against 1.95 LMT.
The Uttar Pradesh Government, the Union Ministry said, had reported that no fertiliser shortage had been observed in the State during the ongoing Kharif season and that adequate quantities of major fertilisers were being supplied continuously to farmers.
The Ministry said fertiliser requirements are assessed State-wise and month-wise before each cropping season by the Department of Agriculture and Farmers Welfare in consultation with State Governments. Based on these projections, the Department of Fertilizers prepares monthly supply plans and monitors availability.
Movement of subsidised major fertilisers is tracked through the online Integrated Fertilizer Management System (iFMS), while weekly video conferences involving agriculture officials and the two departments are held to identify shortages and take corrective measures. Distribution at district and block levels is handled by the respective State Governments.
The data supplied to Parliament covered requirements, availability, sales and closing stocks from April 1 to July 21, 2026. The Ministry’s stated primary indicator of comfortable availability is when supply exceeds requirement, while a secondary indicator is availability exceeding sales.
