SRINAGAR: The High Court of Jammu Kashmir and Ladakh has directed all officers and officials of its Jammu wing to strictly obtain prior permission from the competent authority before appearing in competitive examinations or pursuing further studies.
The direction was issued by Registrar Judicial Swati Gupta through an order dated September 16, 2026, following directions from the office of the Registrar General.
The order reiterated the procedure prescribed under Circular No. 03 of 2023/RG/NG-382(I), dated July 25, 2023, which requires High Court employees intending to appear in competitive examinations or pursue further studies to secure permission before submitting examination or admission forms.
The High Court said it had previously observed instances where officers and officials either did not seek permission or applied for it only after submitting their examination or admission forms.
Such a practice was described in the 2023 circular as being contrary to the prescribed official procedure, with officials warned that any deviation would be viewed seriously.
The latest order makes clear that no application seeking permission or ex-post-facto sanction will be entertained in future if it is found to be contrary to the guidelines laid down in the 2023 circular.
The High Court has also warned that any violation of the instructions will be viewed seriously and may invite strict disciplinary action under the applicable rules.
