All judicial officers covered by the order have been directed to report to their respective stations by November 1, 2026. Registrar General M.K. Sharma issued Order No. 1685 of 2026/RG on October 28, setting out the arrangements across the two Union Territories.

The order contains five annexures covering court-wise postings, training placements, attachments to the J&K Judicial Academy, promoted officers awaiting further adjustment and interim arrangements to ensure the uninterrupted functioning of courts.

As part of the administrative measures, eight vacant posts of Civil Judge (Junior Division) have been temporarily transferred from the overall cadre to the J&K Judicial Academy to facilitate the drawal of salaries for officers attached to the institution. The arrangement will continue until further orders.

The High Court has also directed that salaries of Civil Judges placed in the courts listed in Annexure B be drawn from the respective courts to which they have been assigned.

Newly appointed judges assigned field training

The High Court has designated 29 courts across Jammu and Kashmir for the field training of newly appointed Civil Judges (Junior Division) selected under the prescribed guidelines.

Eight officers appointed through Government Order No. 13833-JK(LD) of 2026, dated October 27, will undergo training while remaining attached to the J&K Judicial Academy. They are Deekhsha Sharma, Sonam, Manvika Koshal, Priyanka Bhardwaj, Anamika Angral, Sahiba Banotra, Sanyogita Saini and Tania Mahajan.

The arrangement also covers Abdul Nafeh Rehmani and Nusrat Kabir, who were selected under Government Order No. 6639-JK(LD) of 2026, dated May 25, but are awaiting formal appointment orders.

The newly appointed officers have been directed to submit their joining reports and requisite documents to the High Court Registry through the concerned Principal District and Sessions Judges. The reports must be routed through the district judges under whose jurisdiction the officers are currently placed under an earlier attachment order issued by the Director of the Judicial Academy.

The Principal District and Sessions Judges concerned will be responsible for ensuring compliance with the reporting deadline. Any reduction in the prescribed joining period will be adjusted against the leave account of the officer concerned in accordance with the applicable rules.

Limited magisterial powers during training

The High Court has specified the judicial functions that officers posted to the designated training courts may perform during the training period.

They will exercise the powers of Judicial Magistrates First Class within their respective districts, but only for three specified purposes and subject to the relevant statutory provisions.

These include recording statements under Section 164 of the Code of Criminal Procedure, 1973, or Section 183 of the Bharatiya Nagarik Suraksha Sanhita, 2023, as applicable.

The officers may also supervise the sealing of seized contraband in accordance with the Narcotic Drugs and Psychotropic Substances (Seizure, Storage, Sampling and Disposal) Rules, 2022, and attest affidavits under the applicable provisions of the Oaths Act and other relevant laws.

Any additional responsibilities assigned to them will be governed by the guidelines approved and issued by the High Court from time to time.
