SRINAGAR: The Jammu and Kashmir Public Works (R and B) Department has ordered the temporary assignment of In-charge Assistant Engineer (Civil) responsibilities to multiple Junior Engineers, including degree and diploma holders, across the Union Territory.
According to Government Order No. 188-PW (R and B) of 2026, issued on June 3, the arrangement is purely temporary and on a “look after” basis, and will not confer any right to substantive promotion, regularisation or confirmation. The postings will remain in force till further orders or until vacancies are filled under the JK Engineering (Gazetted) Service Recruitment Rules, 1978.
Among those assigned charge is Er. Shabnam Jamil, Junior Engineer (Civil, degree holder), who has been given temporary responsibility as Assistant Engineer (Civil) in her own pay and grade.
The department has also placed several other Junior Engineers in similar in-charge roles with immediate effect, including Javaid Iqbal, Rajiv Singh Wazir, Suresh Kumar Koul, Ashok Kumar, Pradeep Kumar, Gh Hassan Siraj (RBA), Tehmina Ashraf, and Sunil Kumar.
Officials said the arrangement is subject to judicial outcomes, verification of claims, and administrative review, and may be withdrawn without prior notice in case of adverse reports or competing claims.
The engineers will continue at their present postings, with charge allowance sanctioned as per Finance Department orders dated March 27, 2026.
The order follows earlier directives issued in April and May 2026 as part of ongoing administrative staffing arrangements within the department.
