SRINAGAR: Jammu and Kashmir has been placed 27th among 36 States and Union Territories in the India Electric Mobility Index 2025, scoring 31 points against the national average of 42, according to the latest report by NITI Aayog.
The index, prepared by NITI Aayog in partnership with WRI India, measures the progress of States and Union Territories towards electric mobility across three areas — Transport Electrification Progress, Charging Infrastructure Readiness, and EV Research and Innovation Status.
JK’s overall score has increased by 11 points from 20 in the 2024 edition, when it was ranked 34th. It has also secured sixth position among the 12 Hilly and Northeastern States assessed under the index.
The Union Territory recorded 33 points in Transport Electrification Progress, an improvement of eight points over the previous assessment. Its private EV adoption indicator stood at 2 per cent, while commercial EV adoption was recorded at 31 per cent.
However, the assessment recorded zero scores for governance initiatives, purchase incentives, transition incentives and operational support initiatives in the transport electrification category.
JK’s performance in Charging Infrastructure Readiness improved from 16 points in 2024 to 32 in the latest assessment. The Union Territory recorded 10.9 chargers per lakh vehicles, while its renewable-energy share in charging infrastructure stood at 8.7 per cent.
The assessment, however, recorded no initiatives relating to capital subsidies, charging infrastructure development or EV-related building by-laws.
In EV Research and Innovation Status, JK scored 25 points, compared with 13 in the previous edition. The Union Territory recorded five EV start-ups per trillion rupees of GSDP, while no R&D initiatives were recorded. Its patents indicator stood at 1.3 per trillion rupees of GSDP.
The report has also highlighted JK’s plan to expand its smart electric bus fleet by 200 buses. The additional e-buses are intended to cater to urban commuters and tourism and pilgrimage routes in environmentally sensitive areas.
JK’s estimated 5.9 million tonnes of lithium reserves have also been identified in the report as a potential strategic resource for India’s battery and electric-vehicle manufacturing ecosystem.
The report has recommended that JK formulate and notify a dedicated EV policy, besides introducing suitable incentives and initiatives to promote electric-vehicle adoption, charging infrastructure and research and innovation.
While the Union Territory has registered improvement across all three assessment themes, the index points to continuing gaps in policy support, charging infrastructure measures and research and development.
