SRINAGAR: The Jammu and Kashmir Revenue Department has identified and rectified more than 1.3 million clerical errors in digitised land records, while verification of Jamabandis remains underway across all districts of the Union Territory, according to a government reply in the Legislative Assembly.
The department said the digitised records have been subjected to a three-stage Maker-Checker-Approver verification process and that a digital trail is maintained for every change made to a Jamabandi to establish accountability.
The reply was submitted in response to Starred D. No. 485, tabled by MLA Devyani Rana, who sought the status of digitisation and updation of Bandobast/Jamabandi records, district-wise discrepancies and a time-bound mechanism for their correction.
According to the district-wise data annexed to the reply, the Revenue Department has recorded 14,48,748 grievances across Jammu and Kashmir. Of these, 10,177 were classified as quasi-judicial cases, while 14,38,571 were non-quasi-judicial grievances.
The data shows that 8,55,377 non-quasi-judicial grievances had been resolved, amounting to about 59.5 per cent of such cases received. The annexure also records 5,47,246 backlog mutations.
Among the districts, Udhampur recorded the highest number of grievances at 1,82,313 followed by Jammu with 1,48,747 and Rajouri with 1,43,885. Baramulla had 1,10,384, while Anantnag recorded 92,634 grievances.
The department said the land-records system has been shifted from the earlier Oracle SQL-based database to a PostgreSQL-based platform as part of the effort to improve the digitised record system.
It also said more than 6,800 village-level grievance redressal camps had been organised across JK to facilitate public reading of land records and address grievances.
Digitised land records have been made available through the JK Zameen Sudhaar Portal, allowing landowners to inspect their records online and submit grievances. The department said grievances lodged through the portal are monitored for disposal.
For systematic updation of Records of Rights (RoR), the department said a Backlog Mutation Module had been developed in collaboration with BISAG-N, covering updation of RoR data up to 2026.
The government has also designated senior Revenue officers as District Mentors and Prabhari officers for supervision, field-level verification and time-bound grievance redressal. UT-level, district-level and inter-tehsil verification teams are engaged in checking the digitised records.
For discrepancies involving clerical or other non-quasi-judicial errors, the competent Revenue authorities are responsible for examination and correction under the prescribed procedure.
However, the reply states that verification of digitised Jamabandis is still in progress in all districts, indicating that the digitisation and verification exercise has not yet been completed across the UT.
The district-wise figures show substantial variation in the volume of cases. Srinagar recorded 33,800 grievances, while Bandipora had 30,501, Kishtwar 30,886 and Poonch 31,749. At the other end, Rajouri recorded 1,43,885 grievances and Jammu 1,48,747.
The annexure also records district-wise backlog mutations, with Jammu reporting 1,00,028, the highest figure, followed by Anantnag with 56,945, Srinagar with 60,330, Pulwama with 49,925 and Baramulla with 46,154.
The government, however, has not provided in the reply a district-wise figure for the number of revenue villages where the digitisation process has been fully completed.Instead, it states that verification is under progress in all districts.
The Revenue Department said the measures were intended to improve the accuracy of digitised Jamabandis, facilitate public scrutiny of land records and provide mechanisms for correcting discrepancies affecting land records.
