SRINAGAR: Ladakh Lieutenant Governor Vinai Kumar Saxena has approved draft Recruitment Rules for 129 Junior Scale posts across 15 departments and services of the Union Territory, paving the way for promotions of eligible government employees from feeder cadres.
The proposed rules cover posts in the General Administration, Cooperative, Employment, Excise and Taxation, Consumer Affairs and Public Distribution, Handicrafts and Handlooms, Industries and Commerce, Information, Labour, Rural Development, Revenue, Social Welfare, Tourism and Transport departments.
Under the proposed rules, eligible officers in feeder cadres will be able to move to Junior Scale posts after completing the prescribed qualifying service.
The move follows an amendment issued by the Ministry of Home Affairs on September 9, empowering the Lieutenant Governor of Ladakh to frame rules for Group B Gazetted services and posts, including those forming part of common cadres such as the Jammu and Kashmir Administrative Service (JKAS).
Earlier, the Lieutenant Governor did not have the power to frame rules for such posts, which had affected the regular promotion process in the UT.
The L-G had raised the issue with the MHA in July, pointing out that promotions were being delayed in the absence of the required Recruitment Rules.
The proposed recruitment pattern provides for 50 per cent direct recruitment and 50 per cent promotion in several services. Of the 129 posts, 79 have been earmarked for direct recruitment and 50 for promotion.
Saxena said the rules would provide eligible employees with a structured pathway for career progression while also allowing the administration to induct fresh talent through direct recruitment.
The draft Recruitment Rules will be placed in the public domain for 30 days in accordance with Department of Personnel and Training (DoPT) guidelines. Suggestions and objections from stakeholders will be invited during this period.
After examination of the feedback and any necessary modifications, the final draft will be submitted to the Union Public Service Commission for consultation or approval, as applicable, before being notified.
