SRINAGAR: Ladakh Lieutenant Governor Vinai Kumar Saxena has notified 100 constituencies for the region’s eight Autonomous Hill Development Councils, increasing the total number of councillors from the existing 52 to 100 under the Ladakh Autonomous Hill Development Councils (Amendment) Regulation, 2026.
The Revenue Department issued the notification, S.O. 290, on October 21, 2026, which was published in the Extraordinary Ladakh Gazette. The revised allocation covers Leh, Kargil, Sankoo, Changthang, Nubra, Sham, Zanskar and Drass.
Under the new arrangement, Leh will have 22 constituencies, Kargil 21, Sankoo 13, Changthang 10, Nubra nine, Sham nine, Zanskar nine and Drass seven.
Announcing the decision in a post on X, Saxena described it as a milestone for grassroots democracy, saying the increased number of seats would strengthen local representation and promote more inclusive governance across Ladakh.
He said the constituencies had been apportioned using panchayat halqas and municipal wards as the basic units, with due consideration given to the elector population and geographical area.
The notification has been issued under Section 4(1) of the Ladakh Autonomous Hill Development Councils Act, 1997, as amended by the 2026 regulation, dated October 16, 2026.
The exercise also takes into account the creation of additional Autonomous Hill Development Councils through notifications S.O. 259, dated September 3, 2026, and S.O. 285, dated October 16, 2026.
The revised arrangement will come into force from the date of publication in the Official Gazette.
