SRINAGAR: Jammu and Kashmir Legislative Assembly Speaker Abdul Rahim Rather on Thursday questioned the Transport Minister Satish Sharma over the delay in regulating the use of multiple official vehicles by officers holding additional departmental charges.
The issue came up during a reply by Sharma to a question from BJP MLA R S Pathania, who sought to know whether the government had implemented, or planned to implement, a “One Officer, One Vehicle” limit across departments, public sector undertakings, boards and autonomous bodies.
Sharma told the House that there was currently no uniform government policy prescribing a fixed ceiling on the allotment or retention of official vehicles by individual officers across Jammu and Kashmir government departments.
He said, however, that a Revised Car Policy was under consideration and proposed to introduce the principle of “One Vehicle-One Officer”.
The proposed policy would allow exceptions where considered necessary, taking into account security requirements, field duties, additional assignments or charges, operational exigencies and the functional requirements of particular departments or organisations, Sharma said.
He added that once approved, the revised policy would apply to the concerned departments, PSUs, boards and autonomous bodies. The proposed system, he said, was intended to rationalise government vehicles and ensure better utilisation of available resources.
After hearing the minister’s response, Rather sought details of the action taken so far on the issue.
The Speaker referred to a high-level committee reportedly constituted on September 1, 2026, and questioned the delay in reaching a decision.
Rather asked Sharma to explain what had been done during the 24 days since the committee was constituted and why the process was taking so long.
He also questioned whether the government would require another two months to resolve the matter and directed the minister to inform the House about the action taken.
Sharma responded that he would submit a detailed report to the Assembly on the matter.
