Leh Airport Expansion, Security Risks and Flight Safety Issues Reviewed at Multi-Agency Meeting

   

SRINAGAR: Plans for a proposed second runway at Leh Airport, aviation safety concerns arising from surrounding terrain, unauthorised photography near sensitive military installations, and infrastructure projects around the airport were among key issues discussed during a high-level interdepartmental meeting held in Leh on Thursday, a press note issued by DIPR Ladakh said.

The meeting was convened following concerns raised by Air Force Station Leh in a communication to the Office of the Lieutenant Governor on May 20, 2026, and brought together representatives of the Air Force, Civil Aviation Department, Airports Authority, Border Roads Organisation (BRO), Public Works Department (PWD), Power Development Department (PDD), Revenue Department, Urban Development Department, Wildlife Department and other agencies.

Air Force officials highlighted issues related to the proposed second runway, obstacle limitation requirements, airspace safety and terrain-related challenges affecting aviation operations at Leh Airport. Particular concern was expressed over hills, elevated terrain features and other structures located within operationally significant areas that could impact aircraft movement and future expansion plans.

The meeting was informed that a scientific assessment of these obstacles would be necessary to ensure compliance with aviation safety standards and support future operational requirements. It was decided that concerned departments and technical agencies would conduct a joint survey of the identified locations and submit a detailed report with recommendations.

Security concerns linked to unauthorized photography and videography around sensitive airport and Air Force installations also figured prominently during the discussions. Air Force authorities pointed to the growing circulation of photographs and videos from operational areas on social media platforms, warning that such activity could compromise security and operational confidentiality.

To address the issue, departments were asked to strengthen enforcement of existing restrictions, undertake public awareness campaigns regarding prohibited areas and formulate standard operating procedures to prevent unauthorized photography and videography in sensitive zones.

The meeting also reviewed the installation of CCTV cameras and surveillance infrastructure in locations overlooking Air Force establishments. Participants discussed the need to balance public safety requirements with national security considerations and agreed that surveillance systems should be installed only after obtaining necessary security clearances and in accordance with prescribed guidelines.

Infrastructure projects around the airport, including road widening works, culvert construction, strengthening of village roads and improvement of key approach routes, were also examined. Discussions focused on ensuring that development activities proceed without compromising aviation safety while facilitating movement of residents, essential services and emergency vehicles.

Issues relating to unauthorised constructions, building permissions and land-use regulations within airport safety zones were reviewed in detail. Officials stressed the need for strict compliance with obstacle limitation norms and aviation safety regulations governing development in areas surrounding the airport.

The meeting further assessed pending utility and infrastructure matters affecting airport operations, including transmission towers, drainage channels, wildlife clearances and land-related issues. Stakeholder departments were asked to expedite the resolution of pending cases through coordinated action.

The deliberations concluded with a consensus on strengthening interdepartmental coordination to address operational, safety and security challenges and support the long-term development of aviation infrastructure at Leh Airport.
