SRINAGAR: As Jammu and Kashmir continues to be under lockdown following a steep rise in Covid-19 cases, the district administration of Srinagar today changed the schedule for essential shopping in the capital city. Now the shopping of listed items can take place for four hours ending at 12 noon.

“Whereas, State Executive Committee vide its order No.29-JK (DMRRR) of 2021 dated 09.05.2021 has issued some additional guidelines regarding COVID-19 containment measures & vide its order No. No.28-JK(DMRRR) of 2021 dated 09.05.2021 has issued policy for admission in Hospitals,” the order issued by the District Magistrate Srinagar reads.

“Whereas, Complete corona curfew was imposed in the District w.e.f. 29.04.2021 (7:00 pm) to 03.05.2021(7am) vide this office order No. DCS/DDMA/THQ/21/98-109, which was further extended to06.05.2021 (70am), vide this Office Order No.DCS/DDMA/THQ/21/160-171 dated 02/05/2021 and to 10.05.2021(700 am) vide this office order No, DCS/DDMA/THQ/21/203-214 dated 05.05.2021.

Whereas, a detailed review of the current COVID situation in the Srinagar district was conducted by the District Disaster Management Authority Srinagar, with respect to the current positivity rate. hospital bed occupancy and total active cases.

Whereas, on the basis of above assessment, the District Disaster Management Authority Srimgar is of the considered view that stringent containment measures are required to be taken at a macro level in order to restrict the movement and intermingling of people, thereby limiting the chain of transmission.

Now, therefore, I Mohammad Aijaz (IAS) District Magistrate Srinagar, in the capacity of Chairman DDMA, by virtue of powers vested in me under Section 34 of the National Disaster Management Act, 2005 read with section 144 of CrPC, hereby order extension of complete Corona Curfew across the entire jurisdiction of District Srinagar, w.e.f 7:00 am on 10/05/2021 to 7:00 am an 17/05/2021.

The following activities shall be permissible and non-permissible during above mentioned period of Corona Curfew.

(A) Permissible Activities

The permitted essential services shall be limited to the barest minimum and shall not be too expansive in order to minimize movement

i. Chemists and druggists (both in retail and wholesale)
ii. Diagnostic centres, Medical , optical and clinical establishments
iii. PG Outlets and Petrol Pumps
iv. Restaurants in hotels for in-house guests, to be served only in the rooms.
v. LPG Outlets and Petrol Pumps
vi. Cattle feed and fodder shops.
vii. Agricultural activities including establishments dealing with agricultural inputs, implements and tools. Cattle feed and fodder shops.
viii. FCI and FCS&CA depots
ix. Operation and maintenance of telecom towers and other telecom infrastructure (on production of valid ID card).
x. E-Commerce & Home Delivery of essential goods and services.
xi. All Industrial and Scientific establishments (both Public & Private),
xii. All development, construction works & mining activities,
xiii. Movement of all Health Medical & Sanitation personnel (Both Government and Private) on production of ID Cards.
xiv. Routine vaccination drive in all designated sites along with additional sites for residential areas and containment zones
xv. Interstate and intra state movement of essential goods.
xvi.Officers and officials of UT Government, Government of India, PSUs, Autonomous bodies, Universities, All India Radio, Doordarshan and other such offices on production of Department ID Cards/Official orders.
xvii. Movemem of goods and essential supplies, nomads migrating with herds, Darbar Move Officials staff, and other products like agricultural/ horticultural goods, on the National & State Highways

(B) Partially Permissible Activities (From 8am to 12pm only)

i. Retail & Wholesale Grocery Shops (excluding multi item departmental stores).
ii. Milk and Dairy products.
iii. Mandis, Shops & Street Vendors dealing with fruits and vegetables only.
Iv. Bakery, Meat and Chicken Shops.

(C) Non-Permissible Activities.

i. There shall be a complete Corona curfew with no movement of people except for permissible activities only, as mentioned above.
ii. All Educational institutions are already closed and shall continue to remain closed. iii. All Shopping Complexes, Bazaars, Saloons, Barber Shops, Cinema Halls, Restaurants & Bars,
iii. Sport Complexes, Gyms, Spas, Swimming Pools, Parks, Zoos, etc, shall remain closed. iv. Religious & Social gatherings such as marriages, attended by up to 25 persons only, whether indoors or outdoors, and funerals / last rites, attended by up to 20 persons only, are allowed.

(D) Other Measures:

i. Health Department will establish Telemedicine facilities for patients isolating at home. Dedicated Control room numbers for this shall be widely publicized.
ii. To ensure proper examination of patients & correct referral and thereby reducing unnecessary load on tertiary and referral hospitals, Triage Centers shall be established in the nearby locations of various Covid-19 hospitals.CMO Srinagar shall identify the locations and facilitate for establishment of such Triage Centers.
iii. All Tertiary care and referral Hospitals viz. SKIMS Soura, SMHS JVC Bemina, CD ,JLNM shall establish their own Triage Centers.
iv. No patient shall be denied admission to any hospital or treatment facility just because they do not have Covid -19 positive test result. iv.
v. CMO Srinagar shall ensure that Covid -19 testing is more targeted and focused on the unvaccinated population and Hotspots.
vi. Direct admission of patients in tertiary care hospitals of Srinagar District shall be allowed only on referral from a district hospital except for emergencies. All COVID patients being admitted to tertiary hospitals in Srinagar shall necessarily be based on referral from their respective District hospitals, except for grave emergencies.
vii. The staff of those institutions which have been closed in view of covid 19 or are working on minimum attendance, shall continue to attend their covid related duty as assigned to them by DDMA.
viii. Staff from various Departments /institutions within the jurisdiction of District Srinagar shall report to DDMA Srinagar as and when orders are issued for utilizing their services for covid related work like mobilization for vaccination, testing and information, education and communication activities, etc.
ix. All Office heads in government offices /banks shall ensure an attendance of 50% of staff strength only, except for staff needed for Covid-19 related duties who shall work at 100% of their staff strength.

Last but not the least, public at large is also being informed that Section 51 of the Disaster Management Act provides for penalties in case a person obstructs any officer or employee in discharge of his functions or refuses to comply with any direction given under this Act. Any violation of the above directions will, therefore, lead to prosecution under section 51 of the Disaster Management Act, 2005 and section 188 of Indian Penal Code. SSP Srinagar shall strictly enforce compliance to this order.”
