SRINAGAR: Terming the new Domicile rules unacceptable, uncalled for and unjustified, Jammu and Kashmir Pradesh Congress Committee (JKPCC) Vice-President and former MLC G N Monga on Thursday said such issued should have been left for elected representatives to be decided.

In a statement issued to press from here, he said at a time when the whole world is focused on fighting deadly Covid19 pandemic, the BJP Government in New Delhi is issuing orders at frequent intervals and psychologically torturing people of J&K further.

“The notification has been deliberately issued at a time when the entire world, the country as well as Jammu and Kashmir is facing a dreadful threat due to the outbreak of the deadly coronavirus resulting in a complete lockdown. Instead of focusing on fighting against the deadly disease, the BJP government at the Center is further humiliating and subjugating people of J&K,” Monga said.

Terming the new Domicile rules against the wishes and interests of people of J&K, especially its youth, the Congress leader said both the S.O 1229 (E) Domicile law and S.O 166 prescribing the procedure for grant of Domicile Certificate have been made in exercise of power under the Jammu and Kashmir Reorganization Act 2019, which is under challenge in a number of petitions before the Supreme Court.

“Issuing order after order in times of pandemic will not change the reality on the ground. The reality as it stares at us is that people have not accepted the decisions of August 5,” he added.

Asking the government of India to immediately roll back the notification, the Congress leader said, “The priority of the government should be to contain the spread of COVID-19 in the country as well as in Jammu and Kashmir.”
