APPROVED: State cabinet agreed to enhance the power generation capacity of Ratle Hydro-Electric Project from 690 MW to 850 MW and also agreed to construct water supply scheme for Kishtwar town under Special Task Force (STF) assistance. The project is based on the Detailed Project Report (DPR) prepared by the NHPC.

OPENED: A regional centre of Indian Council for Cultural Relations (ICCR) was inaugurated by chief minister, Omar Abdullah on the banks of Dal Lake. Omar said ICCR will help restore the cultural identity of the state and will serve as a home for artists to nurture various forms of art and culture. The concept of ICCR was introduced by Maulana Abul Kalam Azad, India’s first education minister, in 1950 to develop cultural relations with other countries.

QUASHED: State high court quashed detention of Masarat Alam, leader of Muslim League, under PSA, and directed the government to release him immediately if he is not involved in any other offence. Alam was arrested by police on the city outskirts on Oct 18, 2010, and was booked several times. Though the court quashed Alam’s earlier detention orders, he was later booked under a fresh detention order.

HARASSED: A delegation of Kashmiri traders from Madhya Pradesh complained that they were being harassed by some ‘political goons’ there. The matter was immediately taken up in the civil secretariat, officials said.  Meanwhile, Davender Singh Rana, CM’s political secretary, assured the delegation that the government was committed to ensure the safety and security of the traders and students who work or study outside the state.

PLANNED: With an aim to achieve zero- infiltration, the centre has planned to erect an all-weather fence that can withstand even heavy snowfall in the area. A group of experts to Line of Control (LoC) will be sent to the site to give a feasibility report. The decision was taken in a detailed discussion during the recent visit of union home minister, Sushil Kumar Shinde, to Kashmir valley. Each year, 83 km of fencing is damaged due to snowfall or avalanches.

MANAGED: Taking undue advantage of turmoil in Kashmir, hundreds of non-migrant Kashmiri students have managed fake migrant certificates to seek admissions in prestigious professional colleges and universities outside the state on migrant quota. They have also got jobs in various multinational companies in and outside the country. Despite the objections made by various college authorities against these admissions, there was no let up in issuance of fake certificates by the authorities in the state.

SENT: Rizwan Amin Makhdoomi, 15, a resident of Malik Sahab, Gojwara, was sent to Juvenile Home. Rizwan has been allegedly forced by the police to claim that he was a student of first year. However, he has produced an examination admit card of his 9th class and school identity card in support of his contention that he was a minor, Babar Qadr, his lawyer, said. Rizwan was arrested under sections 152 of RPC (assaulting or obstructing public servant when suppressing riot and 148 of RPC rioting armed with deadly weapon) in FIR no 55/2012 registered at police station Maharaj Gunj.

DIRECTED:  The union ministry of home affairs has directed various state governments including J&K to extend full cooperation to all central investigating agencies including National Investigating Agency (NIA) to tackle terrorism, money laundering and flow of hawala money. The Central Bureau of Investigations (CBI), NIA, Enforcement Directorate, etc. have been investigating various terrorist related cases including funding to terror outfits through hawala channels and other sources of financial transactions, both legal and illegal.

INCLUDED: Government notified four services of transport and public works (R&B) departments under the Public Service Guarantee Act, 2011. According to the notification issued by the General Administration Department, renewal of driving licenses issued by the state licensing authorities and issuance of fitness certificate to vehicles have been brought under the ambit of PSGA. RTO/ARTO will provide this service while as deputy commissioner concerned is the first appellate authority and transport commissioner is the second appellate authority.

APPROVED: Government approved constitution of state mission authority (SMA) for empowering women socially, economically and educationally. CM is the chairman of SMA. Other members include a few ministers, chairperson, state commission for women and civil society members nominated by the CM in consultation with the minister for social welfare.

ARRESTED: Police arrested three car thieves, Fayaz Ahmad Dar, Shabir Ahmad Baba and Muhammad Altaf, a police constable. Altaf was absent from his duties since last one month and has been suspended. Departmental enquiry against him is on. Police have recovered a snatched Santro car bearing registration number JK03C/0364 from Iqbal Dar at Bijbehara. FIR 303/2012 under Section 392/RPC and 7/25 IA Act has been registered in this regard and investigation has been initiated.

AWARDED: Khalid Pervaz alias Javed, son of Mohd Ali, resident of Naribal, who was working as an agent of Pakistan army has been awarded 22 years rigorous imprisonment and a fine of Rs 30,000 was also imposed on him. Javed was living in Bari Brahamana area in Jammu posing himself as a labourer working in the local factory. He had kidnapped the son of a landlord. During investigation, it came to fore that the accused was actually a Pakistani national, a police constable, and was sending information on Indian Army through e-mails to Pakistan.
