Amid a three tier security ring, chief minister Omar Abdullah Monday received his last guard of honour in Jammu on the traditional opening ceremony of the state civil secretariat which started functioning from Jammu.

Omar government is completing its term on January 19.

Closed in Kashmir on October 30, the offices of the civil secretariat and also Raj Bhawan resumed work from the winter capital following the Durbar Move, the bi-annual shifting of offices from Srinagar to Jammu for next six months.

Police sources said a three-tier security was put in place to ensure hassle-free re-opening of the Civil Secretariat.

They said vehicular movement on all major roads heading towards the Secretariat was diverted.

The government will function in the winter capital till late April and then move to Kashmir in the first week of May next year.
